Role Overview
The role supports manpower sourcing and MEP subcontractor procurement for large-scale construction and infrastructure projects in Dubai.
The specialist coordinates with labour suppliers, manpower agencies, MEP subcontractors, and specialist contractors to meet project requirements.
The role requires previous experience in construction, contracting, engineering, infrastructure, or related technical services.
Key Responsibilities
- Source labour suppliers, manpower agencies, MEP subcontractors, and specialist contractors.
- Build a network of UAE labour suppliers and MEP subcontractors.
- Source skilled, semi-skilled, and unskilled construction manpower.
- Identify subcontractors for HVAC, electrical, plumbing, firefighting, ELV, and other MEP works.
- Obtain and compare rates, quotations, commercial proposals, and terms.
- Negotiate rates, payment terms, and commercial conditions.
- Evaluate supplier and subcontractor capability, resources, and project capacity.
- Coordinate requirements with project and site teams.
- Manage subcontractor prequalification, documentation, and onboarding.
- Track manpower mobilization and subcontractor deployment against schedules.
- Monitor supplier and subcontractor performance and maintain sourcing records.
Required Qualifications
- Bachelor’s degree or diploma in business administration, procurement, engineering, construction management, HR, or a related discipline.
- 3–5+ years of experience in labour sourcing, manpower supply, subcontractor sourcing, procurement, or vendor management.
- Established network of UAE labour suppliers, manpower agencies, MEP subcontractors, and specialist contractors.
- Experience with construction manpower sourcing and MEP subcontracting.
- Experience with RFQs, quotation comparison, rate negotiation, supplier evaluation, and commercial coordination.
- Strong negotiation, supplier management, communication, coordination, follow-up, and documentation skills.
- Proficiency in MS Office and procurement or sourcing trackers.
- UAE/GCC labour supplier or MEP subcontractor sourcing experience is preferred.
- Experience with large-scale construction, infrastructure, rail, airport, industrial, or major development projects is advantageous.

- This is a full-time role based in Dubai, UAE.
- The role supports sourcing activities for major construction and infrastructure projects.
Project Scope
The position provides exposure to manpower sourcing, MEP subcontracting, supplier networks, commercial negotiations, and large-scale project requirements.
