Role Overview

The Senior Cost Manager - Procurement will lead strategic sourcing, procurement planning, cost optimization, and supplier management initiatives.

The role supports procurement excellence, cost savings, supplier relationships, and compliance across major projects or organizational operations.

Procurement Strategy and Cost Management

  • Develop and execute procurement strategies aligned with business objectives and project requirements.
  • Lead cost planning, benchmarking, spend analysis, and value engineering initiatives.
  • Identify cost reduction and process optimization opportunities.
  • Establish procurement budgets and monitor expenditure against approved plans.
  • Drive total cost of ownership analysis for major procurement decisions.

Sourcing and Supplier Management

  • Lead RFQs, RFPs, tender management, bid evaluation, and vendor selection.
  • Build relationships with suppliers, contractors, and service providers.
  • Evaluate supplier performance through KPIs and implement corrective actions.
  • Develop supplier risk mitigation strategies and ensure supply continuity.

Contract and Commercial Management

  • Lead commercial negotiations and secure favorable contractual terms.
  • Review and manage procurement contracts, service agreements, and purchase orders.
  • Ensure contractual compliance and mitigate commercial risks.
  • Support dispute resolution and contract administration activities.

Stakeholder Management

  • Collaborate with Finance, Operations, Engineering, Projects, and senior leadership teams.
  • Provide procurement and cost advisory support for key business initiatives.
  • Present procurement performance, savings, and market intelligence reports to senior management.

Governance and Team Leadership

  • Ensure adherence to procurement policies, ethical sourcing standards, and regulatory requirements.
  • Maintain procurement documentation, audit trails, and reporting systems.
  • Mentor procurement professionals and category managers.
  • Lead cross-functional procurement projects and strategic initiatives.

Required Qualifications

  • Bachelor’s degree in Engineering, Supply Chain, Business Administration, Finance, Quantity Surveying, or a related discipline.
  • 10–15 years of progressive experience in Procurement, Commercial Management, Strategic Sourcing, or Cost Management.
  • Proven experience managing high-value procurement portfolios and supplier negotiations.
  • Strong experience in contract management and cost control methodologies.

Preferred Qualifications

  • Master’s degree or MBA is preferred.
  • CIPS, CPSM, PMP, MRICS, or an equivalent professional certification is advantageous.
  • Experience in construction, infrastructure, real estate, manufacturing, energy, data centers, or industrial projects is preferred.
