Organizational Context

Core Mandate and Responsibilities

• Direct regional commercial buying, logistics strategy, and supply chain governance across project delivery lifecycles.
• Structure and negotiate trade contracts, rate agreements, and commercial agreements with international and regional vendors.
• Lead purchasing for Systems Integration programs and major site installations.
• Map project cash requirements and synchronize supplier disbursements with client milestone billings.
• Advise business development and proposal teams on RFP cost models, lead times, pricing, and commercial exposures.
• Oversee port handling, cross-border customs, municipal compliance approvals, and logistics transfers.
• Ensure materials arrive in line with on-site deployment schedules.
• Establish vendor benchmarks, manage onboarding due diligence, lead operational reviews, and resolve disputes.
• Ensure ISO and internal compliance, support audits, and report procurement performance to executive management.
• Coordinate procurement and trade partner networks across Saudi Arabia, Qatar, and the broader GCC.

Target Background and Attributes

• Substantial experience in contracting, Systems Integration, ELV, construction, or similar bid-and-deliver engineering environments is required.
• At least 5 years of procurement operations experience in a comparable senior capacity is required.
• Experience supervising teams and leading significant vendor portfolios is required.
• Direct UAE and broader GCC experience in regional supply routes, trade mechanics, and commercial practices is required.
• CIPS certification is strongly preferred.
• Deep familiarity with ERP systems, advanced Excel, and reporting analytics platforms such as Power BI is required.
• Advanced commercial deal structuring, negotiation, and contractual control capabilities are required.
