Safety Officer

Purpose of the Role

HSE Planning and Implementation

• Develop and implement project HSE plans, risk assessments, and method statements for MEP activities.
• Ensure HVAC, electrical, plumbing, and firefighting works comply with approved safety procedures.
• Conduct job hazard analyses for critical activities.

Site Safety and Risk Control

• Monitor daily site activities and enforce proper PPE use.
• Control work at height, electrical work, lifting operations, confined-space entry, and hot work.
• Identify MEP hazards, implement control measures, review RAMS, and enforce permit-to-work procedures.

Compliance, Inspections, and Audits

• Ensure compliance with UAE labour and HSE regulations, municipality and Civil Defence requirements, and client and consultant standards.
• Conduct daily inspections, weekly safety audits, and monthly compliance reviews.
• Raise non-conformance reports and ensure closure within defined timelines.

Incident Reporting and Training

• Investigate incidents, near misses, and unsafe acts and prepare root-cause analysis reports.
• Implement corrective and preventive actions.
• Conduct safety inductions, toolbox talks, and specialized training for high-risk activities.

Coordination and Documentation

• Coordinate with project managers, site engineers, subcontractors, clients, consultants, and safety teams.
• Maintain HSE records, permit registers, training records, inspection reports, and periodic safety reports.

Emergency Preparedness and Accountability

• Develop emergency response plans and conduct fire, evacuation, and rescue drills.
• Ensure emergency equipment is available and maintained.
• The officer may stop unsafe work and is accountable for enforcing safety requirements and disciplinary action for violations.

Required Competencies

• Strong knowledge of MEP systems and construction safety.
• Excellent observation, risk assessment, leadership, communication, problem-solving, and incident investigation skills.
• NEBOSH or IOSH certification is preferred or may be mandatory depending on project requirements.

Reporting Structure

• Reports to the HSE Manager or Project Manager.
• May supervise Safety Officers or Safety Supervisors.

Work Location

• Work is performed in person at project sites.
