Role Overview

Lead occupational health, safety, and environmental management across Saudi operations.

Support construction and industrial assembly activities and ensure compliance with Saudi regulations, international HSE standards, and corporate safety practices.

Serve as the primary liaison between operations and Saudi government authorities.

HSE Management

  • Develop, implement, and maintain HSE management systems aligned with Saudi laws and international standards.
  • Conduct audits, inspections, and risk assessments at project sites.
  • Implement emergency response plans and crisis management protocols.
  • Maintain safety documentation, permits, and regulatory filings.

Government Liaison and Reporting

  • Serve as the primary contact with Civil Defense, environment authorities, and labor departments.
  • Submit mandatory safety reports, incident notifications, and compliance documentation.
  • Coordinate site inspections, permit approvals, and regulatory clearances.
  • Translate and interpret Saudi safety regulations for international project teams.

Training and Incident Management

  • Deliver safety training, drills, toolbox talks, and awareness campaigns in Arabic and English.
  • Foster a proactive safety culture across project teams and subcontractors.
  • Investigate incidents, near-misses, and safety observations.
  • Prepare root cause investigations, corrective actions, and lessons learned.

Requirements

  • At least 8 years of safety management experience in industrial construction, plant assembly, or heavy industrial sectors.
  • Recognized HSE certification such as a NEBOSH Diploma, IOSH membership, or an equivalent Saudi HSE certification.
  • Expert knowledge of Saudi Arabian safety regulations, codes, and standards.
  • Fluent written and verbal Arabic and English.
  • Valid Saudi driving license.
  • Experience with international industrial contractors operating in Saudi Arabia.
  • Professional membership in Saudi safety associations.

Preferred Sector Experience

  • Strong understanding of industrial plant construction processes; cement, steel, or power plant experience is preferred.
  • Knowledge of cement plants, steel mills, or hydroelectric facilities.
  • Experience with Saudi Aramco, Royal Commission, or MODON safety standards.
