Role Purpose
Lead and manage the QA/QC department across all phases of major projects, including engineering, procurement, construction, and commissioning.
Implement the Project Quality Management System, ensure EPCC contract compliance, and oversee multidisciplinary QA/QC teams.
The role reports to the Chief Major Projects Officer.
Key Responsibilities
- Own the QA/QC function across EPCC phases and report deviations, risks, and improvement opportunities.
- Conduct quality surveillance across design deliverables, vendor inspection, fabrication, construction, and commissioning.
- Develop and execute project quality audits and drive closure of audit findings.
- Review project procedures and monitor alignment with EPCC contracts, PIM, and client standards.
- Maintain the project risk register and track quality-related risks and contractual implications.
- Oversee QC inspectors, ITP points, RFIs, inspection reports, NCRs, deviations, concessions, and corrective actions.
- Embed quality requirements in procurement documents and coordinate vendor inspections and defect resolution.
- Lead mechanical completion, punch-list closure, equipment preservation, reporting, lessons learned, and project close-out.
Qualifications and Experience
- Bachelor's degree in a technical discipline from an accredited university is mandatory.
- Professional quality certification such as CQE, Lead Auditor ISO 9001, or equivalent is mandatory.
- At least 12 years of relevant experience in major expansion or EPCC projects in Oil & Gas or petrochemicals is required.
- At least 5 years in a QA/QC leadership role with direct team management accountability is required.
Technical Competencies
- Full command of QA/QC management across the EPCC lifecycle and mechanical completion.
- Expert knowledge of ISO 9001 quality systems, ITPs, NCRs, deviations, and audit planning.
- Experience with risk registers, client integrated management systems, EPCC contracts, PIM requirements, inspections, vendor surveillance, and fabrication quality control.
Behavioural Competencies
- Decision-oriented with a structured analytical and problem-solving approach.
- Able to manage competing priorities across multiple project phases simultaneously.
