Project Controls Director

Work Location

• Telework type is full-time office/project, with the work location in Riyadh.
• International single-person relocation is authorized.

Job Summary

Major Responsibilities

• Provide recommendations for staffing and project control requirements related to planning, scheduling, and cost engineering.
• Prepare staffing plans for planning, scheduling, and cost engineering activities.
• Review proposal provisions and develop supporting data for contract negotiations.
• Identify cost trends and schedule impacts for management attention.
• Interface with Bechtel management and client counterparts on planning, scheduling, and cost presentations.
• Prepare and present cost engineering, estimating, planning, and scheduling information.
• Coordinate information input into specific studies.
• Integrate activities and identify total work scope.
• Evaluate study results and recommend conclusions for project team consideration.
• Establish scoping requirements and coordinate complete acquisition of scope definition and related data.
• Review design scope criteria and quantities and develop additional estimating bases when information is incomplete.
• Supervise estimates, summaries, reconciliations, risk identification, and cost confidence classifications.

Education and Experience

• Bachelor’s or Master’s degree in Engineering, Construction Management, or a related field with 25 years of relevant experience.
• At least 10 years of experience as a Project Controls Manager.

Required Knowledge and Skills

• Experience with planning, scheduling, schedule control and analysis, cost estimating, cost control, financial reporting systems, and cost analysis.
• Knowledge of supervision, personnel administration, and training for technical and nontechnical personnel.
• Ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products.
• Ability to independently plan and schedule with minimal supervision using professional judgment.
• Skilled in oral and written communication.
• Advanced knowledge of project controls, engineering, procurement, contracts, construction, and startup work processes.
