A leading UAE government entity seeks a Monitoring, Evaluation & Learning (MEL) Specialist to develop and implement Theory of Change, logical frameworks, and performance measurement systems.

Responsibilities
- Develop and implement the Theory of Change (ToC), logical frameworks, and results frameworks to measure programme performance and long term impact
- Design SMART indicators, baselines, targets, data collection methodologies, and performance measurement frameworks
- Develop monitoring and reporting systems, including KPIs, dashboards, data management plans, and reporting processes
- Establish evaluation frameworks, reporting templates, and learning processes to support continuous improvement
- Facilitate stakeholder workshops and collaborate with government, academia, industry, and funding partners to define outcomes and performance measures
- Monitor programme performance, provide evidence based insights, identify risks, and support informed decision making
- Develop MEL guidance, reporting tools, and best practice documentation, and deliver training on MEL principles and Results Based Management (RBM)
Requirements
- Master's degree in International Development, Public Policy, Evaluation, Economics, or related field
- Minimum 7 years experience in Monitoring, Evaluation & Learning (MEL) or Results Based Management (RBM)
- Strong expertise in Theory of Change, logframe development, results frameworks, outcome measurement, and programme evaluation
- Experience designing indicators, baselines, targets, data collection methodologies, and data quality processes
- Proficiency with Power BI, Tableau, or similar reporting and dashboard tools
- Knowledge of evaluation approaches such as contribution analysis, developmental evaluation, and outcome harvesting
- Excellent analytical, stakeholder management, facilitation, and communication skills
- Experience in government, public sector, research, innovation, grant funded programmes, or international development is highly desirable
