Overview

  • The Senior HSES Advisor provides strategic and operational HSES leadership across CB&I construction projects and facilities. The role is responsible for driving the implementation, continuous improvement, and assurance of Health, Safety, Environmental and Security management systems while fostering

Responsibilities

  • Develop, implement, and maintain HSE policies, procedures, and management systems.
  • Ensure compliance with local, national, and international HSE regulations and standards.
  • Conduct risk assessments, hazard identification, and implement control measures.
  • Lead incident investigations, root cause analysis, and corrective action tracking.
  • Provide expert HSE advice to management, supervisors, and project teams.
  • Monitor site activities to ensure adherence to safety procedures and safe work practices.
  • Deliver HSE training, inductions, and awareness programs.
  • Conduct regular audits, inspections, and performance evaluations.
  • Prepare and present HSE reports, statistics, and KPIs to senior management.
  • Liaise with regulatory authorities and external stakeholders as required.
  • Promote a proactive safety culture and continuous improvement initiatives.
  • Implement and maintain HSE management systems in line with Company ISO 45001 2018 and ISO 14001 2015 certification.

Qualifications

  • Bachelor’s degree in Occupational Health & Safety, Engineering, or related field.
  • NEBOSH International General Certificate (IGC) required; NEBOSH Diploma preferred.
  • Membership with Institution of Occupational Safety and Health (TechIOSH/GradIOSH) is an advantage.
  • Minimum 10+ years of HSE experience in construction, with at least 4 5 years in a senior role within the GCC.
  • ISO 45001 2018, ISO 14001 auditor certification.
  • Strong knowledge of OSHA guidelines, ANSI requirements.
  • Knowledge of GCC HSE regulations, labor laws, and construction safety standards.
  • Experience working on large projects (large multicultural workforce, international EPCI contractors, large national energy organizations).
  • Excellent communication skills in English (Arabic is an advantage).
  • Experience conducting incident investigations using recognized root cause analysis methodologies.
  • Demonstrated experience leading HSES audits, inspections, and compliance reviews.
  • Experience managing subcontractor HSES performance and compliance.

Local Requirements

  • Valid local driving license preferred.
  • Strong knowledge of permit to work systems.
  • Experience with HSE software/reporting systems is a plus.

  • Primarily site based role supporting construction projects, fabrication facilities, and operational locations across Africa, the Middle East, and Asia Pacific regions.
  • Regular exposure to outdoor environmental conditions including extreme heat, humidity, dust, rainfall, and other challenging weather conditions depending on project location.
  • Frequent travel, including international travel, may be required to support project activities, audits, inspections, and incident investigations.
  • May require rotational assignments, temporary project deployments, or extended periods at remote project sites.
  • May require extended working hours, weekend work, or participation in emergency response activities to meet project and operational requirements.
  • Frequent interaction with multicultural and multilingual workforces, contractors, clients, and regulatory authorities.
  • Exposure to active construction, fabrication and operational environments involving high risk activities.
  • Required to conduct regular field inspections involving walking, climbing ladders, accessing elevated work areas.
