works under the supervision of the Division Chief and, in collaboration with other units, coordinates and delivers technical assistance activities across public finance policies and management, central banking and financial sector development, data and statistics, and digital public infrastructure, while supporting related work of the division and relevant internal committees.
Roles and Responsibilities
Lead and support the planning, coordination, and delivery of
Amf
technical assistance activities across member countries, including the development and continuous refinement of technical assistance methodologies, tools, and materials in line with international best practices.
Prepare and manage technical assistance and project proposals, coordinating inputs from internal experts, external consultants, and regional or international partners; organize and participate in technical assistance missions; and ensure quality assurance and timely production of high-quality technical assistance reports and policy notes.
Provide expert technical and policy advice to member countries and support the implementation, follow-up, and evaluation of technical assistance recommendations, including tracking progress through measurable indicators, assessing effectiveness and impact, and proposing mitigation measures or additional support as needed.
Conduct and contribute to policy-oriented research and analytical work on economic stability and development, including monetary and exchange rate policies, financial sector development and stability, fiscal affairs and public financial management, macroeconomic data and statistics, and digital economic and financial transformation.
Prepare analytical reports, research papers, policy frameworks, technical guidelines, and reform proposals grounded in rigorous analysis and aligned with regional economic priorities and international standards.
Organize and participate in policy workshops, working groups, conferences, and outreach activities, contributing subject-matter expertise to policy dialogue, capacity building, and the refinement and negotiation of policy initiatives.
Support project management and operational activities, including tracking deliverables, timelines, and budgets; contributing to the procurement and management of consultancy services; and preparing regular progress and adjustment reports.

Foster effective institutional partnerships and coordination with member countries, international and regional organizations, development partners, academia, and professional bodies, and support the dissemination and visibility of AMF technical assistance outputs, including web-based knowledge products.

Communicate with internal and external audiences regarding technical assistance policies and projects, contributing to the preparation and dissemination of information about technical assistance and peer-to-peer learning activities and promoting the Fund’s mandate for delivering capacity development programs.
Collaborate with internal departments and external stakeholders (e.g., consultants) to support the section’s objectives.
Facilitate cross-departmental collaboration to integrate project efforts effectively, addressing interdepartmental challenges and promoting a unified approach to technical assistance program execution.
Identify and propose improvements to the section’s policies, procedures, and controls to ensure compliance and deliver high-quality, cost-effective results.
Contribute to the management and enhancement of the section's administrative record management system in accordance with organizational policies.
Qualifications And Experience
At least 5- 6 years of experience in financial and economic policy development at the national and/or regional level, with demonstrated expertise in economic stability and development and exposure to technical assistance delivery and project cycle management, preferably within regional or international institutions.
Strong analytical, drafting, and communication skills, with proven ability to produce high-quality technical reports and policy documents, present complex concepts clearly to both technical and non-technical audiences, and contribute effectively to policy discussions.
Excellent command of
Arabic
and
English
, both written and spoken; ability to design and deliver technical assistance in
French
is a strong asset.
Proven ability to build and maintain effective professional relationships with senior officials, international financial institutions, and other key stakeholders.
Master’s degree in
Macroeconomics
or a related field, such as Public Finance, Monetary Economics, Financial Economics, International Trade, or Econometrics.
