Senior Officer - Aviation SMS

Overview

Responsibilities

• Lead workplace inspections, safety observations, compliance monitoring, and safety assurance programmes.
• Coordinate accident, incident, hazard, and occurrence reporting, investigation, root cause analysis, and corrective actions.
• Review and approve hazard identifications, risk assessments, environmental aspect assessments, and safety recommendations.
• Monitor occupational health, environmental, aviation safety, regulatory, organisational, and contractual compliance.
• Support continual improvement of HSE and SMS policies, procedures, standards, and guidance.
• Coordinate emergency preparedness, response exercises, and business continuity arrangements.
• Monitor performance indicators, prepare reports, analyse trends, and recommend improvement initiatives.
• Promote safety culture through campaigns, behavioural safety, toolbox talks, awareness, and engagement activities.
• Coordinate audits, regulatory inspections, and compliance assessments and ensure findings are closed.
• Liaise with customers, authorities, contractors, and stakeholders on HSE and operational safety matters.
• Monitor contractor safety performance and support Radiation Protection Office activities where applicable and authorised.
• Review AIRS reports, communicate lessons learned, coach Safety Officers, and deputise for the Safety Manager when delegated.

Qualifications

• Bachelor's degree in occupational health and safety, engineering, aviation, environmental management, safety management, or a related discipline, or a recognised professional qualification with extensive aviation experience.
• NEBOSH International Diploma, NEBOSH Diploma, or equivalent professional HSE qualification is required.
• Lead Auditor or Internal Auditor qualification for ISO 45001, ISO 14001, ISO 9001, or equivalent is preferred.
• Formal training in ICAO Safety Management Systems, risk management, human factors, and incident investigation is required.

Experience and Knowledge

• Academic degree route requires 7–10 years of relevant experience, including at least 3 years in a senior HSE or Safety Officer role.
• AMEL route requires 12 years of relevant aviation maintenance experience, including supervisory responsibilities.
• Proven experience is required in HSE management, SMS, investigations, risk management, emergency preparedness, compliance monitoring, customer liaison, and team leadership.
• Working knowledge is required of UAE HSE legislation, ADOSH, ICAO Annex 19, UAEMAR, ISO 45001, ISO 14001, FANR, and other applicable requirements.
