About the Role
BC Emergency Health Services is seeking a Senior Business Analyst to lead and manage systems services projects. The role involves managing service delivery, conducting business process re-engineering, and acting as an internal IM/IT consultant.

Responsibilities
- Manage the provision of systems services to clients, ensuring they meet Service Level Agreements.
- Manage and participate in the preparation of feasibility studies, requirements analysis and business design documents.
- Participate in the budget development process and assignment of priorities.
- Prepare contract specifications for development/special projects; negotiate and administer contracts.
- Provide coordination and liaison with external users of systems such as Telus, Health Authorities, and other agencies.
- Develop Service Level Agreements and business plans for BCEHS and external clients.
- Assess alternatives and determine requirements to meet client short and long term business objectives.
- Act as Internal Information Systems expert and consultant to ensure effective use of IM/IT.
- Manage strategic business and technical infrastructure projects including scope definition, resource acquisition, and feasibility studies.
- Perform business process re engineering and analysis, and prepare recommendations for workflow changes.
- Perform an Application Analyst role including using SQL queries and various reporting/analytical tools.
Requirements
- Graduation from a recognized degree or diploma program in Computer Science, four years’ recent related experience or an equivalent combination of education, training and experience.
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within BC Emergency Health Services contexts.
- Ability to communicate effectively both verbally and in writing.
- Ability to deal with others effectively.
- Physical ability to carry out the duties of the position.
- Ability to write programs in a variety of programming languages.
- Ability to organize work.
- Ability to operate related equipment.

Position Summary
- The Senior Business Analyst is responsible to lead and manage systems services projects within BC Emergency Health Services that are provincial in nature.
- Manages systems services projects including development and implementation of strategic systems plans and ensures operational, development and technical support are in accordance with signed Service Level Agreements.
- Projects are initiated and managed through all phases: feasibility study, business design, system design, development, testing and implementation of large and complex projects.
What You’ll Do
- Manage the provision of systems services to clients: manage service provision, act as advocate, participate in feasibility studies, budget development, contract preparation, coordination with external users, develop SLAs and business plans, assess alternatives, ensure solutions meet requirements.
- Act as Internal Information Systems expert and consultant: provide leadership in innovative IM/IT use, influence client management, communicate and market business solutions.
- Manage strategic business and technical infrastructure projects: initiate projects, select and lead staff, provide technical leadership, prepare RFI/RFP, provide project management, facilitate working groups, determine resource requirements, conduct quality control.
- Perform business process re engineering and analysis: evaluate requirements, collect and analyze business/information processes, identify opportunities for improvement, analyze workflows, prepare cost benefit and risk analyses, initiate automation projects.
- Perform an Application Analyst role: use Information Engineering principles, identify security and quality control measures, develop test plans, facilitate change management, evaluate documentation, analyze operation problems using SQL, develop recommendations, provide training.
Qualifications
- Graduation from a recognized degree or diploma program in Computer Science, four years’ recent related experience or an equivalent combination of education, training and experience.
- Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts.
- Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples.
- Demonstrated knowledge and understanding of legislative obligations and provincial commitments within BC Emergency Health Services contexts.
- Ability to communicate effectively both verbally and in writing.
