About the Role
Hill International seeks a Senior Assurance Manager QHSE to monitor quality and HSSE management systems for a major project in Abu Dhabi. You will conduct audits, interact with clients and contractors, and ensure compliance with international standards and best practices.

Responsibilities
- Monitor the implementation of the Quality and HSSE Management System for the Project in compliance with Client Requirements, Hill Corporate policies, International Standards, and Industry best practices
- Periodically conduct detailed audits to assess compliance with QA and HSSE systems, procedures, and related activities
- Regularly interact with Client, Project Management Team, and Project Stakeholders’ Quality Representatives to assess and report on site activities, Quality and HSSE issues and performance trends
- Provide input to Client on project performance metrics and process/system improvements
- Establish and implement QA/QC procedures for the project in conjunction with LDC and Other Consultants
- Ensure LDC implements a computerized inspection and test management system
- Monitor activities of Contractors and LDC supervision teams to ensure quality procedures are followed
- Conduct audits of Contractors and LDC QA/QC systems at least once per quarter
- Carry out observations of Quality and ensure NCRs are issued and corrective actions followed up
- Develop project wide HSSE strategy including safety incentive plan
- Ensure Contractors’ HSSE program and CEMP are in place, reviewed, and approved
- Develop framework for HSSE KPIs and review periodically

- Experience in quality and HSSE management systems implementation and auditing
- Knowledge of international standards and industry best practices
- Ability to interact with clients, project management teams, and stakeholders
- Experience in construction or project environments

Key Responsibilities

- Regularly interacts with the Client, Project Management Team, Project Stakeholders’ Quality Representatives, to assess and report on site activities, Quality and HSSE issues and observed performance trends.
- Provides input to Client on project performance metrics and processes / system improvements.
- Establish and implement in conjunction with the LDC (and Other Consultants), Quality Assurance and Quality Control (QA/QC) procedures for the project.
- Ensure that the LDC (and Other Consultants) implements a computerized inspection and test management system.
- Monitor the activities of the Contractors, and the LDC (and Other Consultants) supervision teams to ensure that Project quality procedures are being followed.
- Conduct audits of the Contractors, the LDC (and Other Consultants) QA/QC systems, at least once per quarter.
- Carry out observations of Quality and ensure that the LDC (and Other Consultants) issue Non Conformance Reports and follow up on corrective actions.
- Ensure that the Contractors implement their own Quality management systems aligned with LDC procedures.
- Make proposals to the Client for correcting identified non compliant work.
- Ensure that the LDC (and Other Consultants) issue monthly Project Quality Reports.
