Job Objectives
- Oversee development of social data management and statistical analysis in the Social Observatory, building databases, ensuring data quality, governance, and security to support research and evidence based decision making.
Responsibilities and Duties
- Prepare short and medium term operational plans and align them with management and sector plans.
- Participate in setting policies and procedures for the section and monitor implementation.
- Prepare annual budget and monitor execution for optimal use.
- Lead, manage, and motivate staff, set goals, monitor KPIs, and recommend training.
- Oversee building social databases with unified classification standards.
- Establish data governance frameworks for privacy, security, and compliance.
- Review database design and ensure integration with other systems.
- Set mechanisms for data recording, storage, and retrieval.
- Conduct analytical studies of internal and external needs and translate into data requirements.
- Monitor data use cases and measure impact through KPIs.
- Develop visual models to simplify complex data in reports and dashboards.
- Oversee business intelligence and report development.
Qualifications
- Bachelor's in Data Science, Statistics, Information Systems, or equivalent (priority for specialized data management certifications).
- 10+ years of relevant experience including 3 years supervisory; 8+ years if holding Master's, PhD, or professional certifications.
