Role Overview

Technical Qualifications

• Bachelor’s degree in civil engineering.
• 10–15+ years of proposal management experience for civil, infrastructure, or industrial construction projects.
• Strong coordination, estimation, and bid management skills.
• Knowledge of earthworks, foundations, concrete structures, utilities, roads, paving, drainage, buildings, architectural works, structural steel, site development, and temporary works.

General and Professional Qualifications

• Knowledge of quantity take-off, drawings and specifications, construction methodology, productivity norms, resource planning, subcontracting, indirect cost estimation, logistics, and risk identification.
• Strong understanding of the EPC project lifecycle, tendering processes, commercial evaluation, and contract requirements.
• Ability to manage multidisciplinary teams and coordinate with engineering, procurement, construction, planning, commercial, finance, and project controls teams.
• Strong knowledge of energy, utilities, oil and gas, industrial, petrochemical, LNG, power, and infrastructure projects.
• Ability to evaluate technical, commercial, contractual, and execution risks and develop competitive bidding strategies.
• Excellent stakeholder management skills with clients, joint venture partners, subcontractors, suppliers, and consultants.
• Strong presentation, report-writing, and English communication skills.
• Ability to work under pressure and manage multiple bids to strict deadlines.
• Willingness to travel internationally for client meetings, site visits, pre-bid conferences, and business development activities.

Responsibilities

• Manage and coordinate proposal preparation for civil, infrastructure, and industrial construction projects.
• Coordinate multidisciplinary teams during bid preparation and tender execution.
• Review quantities, drawings, specifications, construction methodology, productivity norms, and resource requirements.
• Prepare or coordinate quantity take-offs, estimates, indirect costs, subcontracting inputs, and logistics costs.
• Coordinate with engineering, construction, procurement, planning, finance, commercial, and project controls teams.
• Evaluate technical, commercial, contractual, execution, and other risks related to tender opportunities.
• Develop competitive bidding strategies and support commercial evaluation.
• Engage clients, joint venture partners, subcontractors, suppliers, and consultants during tender preparation.
• Manage multiple bids simultaneously and meet strict submission deadlines.
• Prepare presentations, reports, and quality tender submissions.
• Attend client meetings, site visits, pre-bid conferences, and business development activities as required.
