Role Overview
Lead structured planning, monitoring, and control of complex infrastructure and capital projects from feasibility through delivery and close-out.
Integrate program, cost, risk, and reporting functions in accordance with client, stakeholder, and regulatory requirements.
Responsibilities
- Establish project controls frameworks covering planning, cost, risk, performance reporting, baselines, and integrated data.
- Produce dashboards, KPI packs, trend analysis, forecasts, and decision-ready recommendations for senior stakeholders.
- Facilitate controls sessions, support change control and QSRA, and manage Earned Value Management systems where required.
- Coach project teams, build internal capability, monitor variances, and promote transparent and accountable delivery.
Required Qualifications
- 10+ years of project controls experience in infrastructure, utilities, energy, or major capital projects.
- Expertise in project planning, cost management, schedule management, performance reporting, EVM, interface management, and integrated controls.
- Strong proficiency with Primavera P6, cost management systems, Power BI, and advanced Excel analytics.
- Degree or HNC in engineering, or equivalent relevant professional experience, plus the right to work in Saudi Arabia.
Preferred Qualifications
- Familiarity with NEC4 contracts, PMP, APM, or IPMA Level C certification, and chartered memberships such as MRICS or APM.
- Middle East or GCC project controls experience and knowledge of Saudi regulatory frameworks.
- Experience with Planview, PMO365, Microsoft Teams, Slack, Miro, multicultural teams, and executive-level reporting.
