Role Description
Study job technical requirements and specifications and recommend materials and subcontractors meeting cost, time, and quality constraints.
Develop and maintain a company technical library containing approved supplier and subcontractor material information.
Procurement Responsibilities
- Conduct market visits and trade shows to expand market knowledge and supplier and subcontractor networks.
- Develop, maintain, and update supplier and subcontractor technical records and procurement databases.
- Introduce, develop, and prequalify vendors and subcontractors offering suitable prices, quality, payment terms, and capability.
- Generate material and subcontractor logs in line with the procurement plan and project requirements.
- Issue RFQs, collect quotations, upload responses to SharePoint, and prepare technical and commercial comparison sheets.
- Coordinate approvals for procurement evaluations and update logs for site, consultant, and planning progress reports.
- Provide material samples for client and consultant approval and review local purchase orders prepared by purchasers.
- Support construction teams with timely material delivery and technical or payment issues.
- Prepare letters of intent, letters of acceptance, and subcontract agreements with senior procurement personnel.
- Review technical evaluations, compliance assessments, and scope matrices for major subcontractors.
- Discuss approved vendors with senior procurement personnel before releasing major RFQs.
- Attend procurement meetings and site meetings as required and assist with departmental personnel training.
Qualifications and Experience
- Bachelor’s degree in Civil Engineering is required.
- At least 2 years of procurement experience is required, preferably in construction.
- Strong communication, negotiation, and teamwork skills are required.
- Problem-solving ability, adaptability, results orientation, and commitment to process excellence are required.
- Familiarity with FIDIC, JCT, government, or other standard contract formats is required.
- Computer and commercial skills are required.
- Oracle ERP Procurement/P2P experience is preferred.
- Fluency in English and Arabic reading, writing, and speaking is required.
