Role Overview

Qualifications and Experience

• Hold a minimum graduate-level degree or procurement-specific qualification.
• Have at least 10 years of regional procurement experience; education procurement experience is preferred.
• CIPS certification is an added value.
• Have advanced procurement process, sourcing strategy, commercial method, tender governance, contract, and Delegation of Authority knowledge.
• Have fluent English communication skills; Arabic is an added value.
• Have strong planning, stakeholder management, communication, time management, analytical, problem-solving, and reporting skills.
• Have excellent practical experience with Oracle Fusion; SAP Ariba or an equivalent platform is an advantage.

Main Duties

• Manage procurement categories, support schools and projects, and contribute to procurement planning.
• Develop category strategies and implement the annual Procurement Plan.
• Manage procurement specialists and day-to-day procurement operations.
• Own procurement trackers, KPIs, risk reporting, and portfolio updates.
• Lead procurement for strategic technology, merger, integration, school opening, transition, and special projects.

Sourcing and Commercial Management

• Develop tender strategies, manage bidders and clarifications, govern evaluations, conduct BAFO stages, and prepare award recommendations.
• Run RFQs and RFPs and ensure technical scores and supplier disqualifications are properly justified and auditable.
• Negotiate supplier price, quality, service, delivery, and contractual terms.
• Analyze markets, consolidate recurring spend, increase framework usage, and identify economies of scale.

Contracts and Purchase Orders

• Support contract finalization, rate-card validation, payment-term review, amendments, signatures, expiry-risk management, and stakeholder coordination.
• Manage variation orders, contract amendments, and purchase-order changes under approved governance.
• Coordinate source-to-contract and purchase-order activities and maintain supporting approvals and documentation.
• Maintain supplier relationships to support quality, timely delivery, reliable service, and competitive value.

Governance, Risk, and Systems

• Ensure procurement complies with policy, Delegation of Authority, approved processes, SLAs, and corporate governance.
• Identify, document, and escalate procurement, contract, supplier, continuity, policy, and operational risks.
• Own Oracle Fusion operations, support users, resolve workflow issues, and drive process improvement and adoption.
• Prepare reports, dashboards, and analyses covering progress, risks, savings, cycle times, frameworks, and recommendations.
• Resolve procurement, logistics, system, and tender issues with relevant stakeholders.
