Role Overview
HanmiGlobal is seeking an HSE Manager for its program management and PMCM team in Saudi Arabia.
The role supports a mega multi-work-package land and infrastructure development program in Riyadh for a major government entity.
The position provides program-level leadership, governance, coordination, and strategic HSE oversight across all packages.
The role reports to the Program Director.
Key Responsibilities
- Establish and maintain the program HSE management system, procedures, standards, policies, governance requirements, and reporting processes.
- Promote a proactive safety culture and consistent application of HSE requirements across all program packages.
- Review and validate HSE management plans submitted by lead developers and delivery teams.
- Monitor compliance with contractual HSE requirements, legislation, standards, permits, and regulatory requirements.
- Conduct HSE compliance assessments and assurance reviews, and verify the effectiveness of HSE management systems.
- Monitor health, safety, and environmental performance using safety statistics, leading and lagging indicators, and performance metrics.
- Support safe systems of work, risk controls, emergency preparedness, occupational health, and workforce wellbeing initiatives.
Program Context
- HSE activities cover safety, welfare, environmental, and sustainability compliance across multiple land and infrastructure development packages.
- The role supports informed decision-making for PMCM management and the client.
Requirements
- Experience leading health, safety, and environmental management across a major land and infrastructure development program.
- Ability to establish and maintain program HSE management systems, procedures, standards, policies, governance requirements, and reporting processes.
- Knowledge of contractual HSE requirements, applicable legislation, standards, permits, and regulatory requirements.
- Experience conducting HSE compliance assessments, assurance reviews, and management-system effectiveness reviews.
- Experience monitoring safety, health, environmental, and sustainability performance across multiple development packages.
- Ability to support safe systems of work, risk controls, emergency preparedness, occupational health, and workforce wellbeing initiatives.
