- Proven experience in public sector financial management, including budgeting, financial planning, and expenditure control
- Strong experience in donor funded projects and familiarity with international financial management and reporting standards
- Demonstrated ability in financial analysis, cost control, and financial risk management for complex projects
- Experience in preparation and review of financial reports, audits, and compliance with national regulations and international standards
- Proficiency in English language

Position Overview
- An international consultancy company is seeking a Financial Management Specialist for its building construction, Land and Water Transport Infrastructure project located in East Africa Rwanda.
Qualifications
- At least a Master’s Degree in Finance, Accounting, Economics.
- A professional certification such as CPA, ACCA, or equivalent is a must.
- Additional training in public financial management, project finance, or infrastructure financing will be an added advantage.
Experience
- A minimum of 10 years of relevant professional experience in financial management, preferably in large scale infrastructure projects (building construction, transport, or water sectors).
- Proven experience in public sector financial management, including budgeting, financial planning, and expenditure control.
- Strong experience in donor funded projects and familiarity with international financial management and reporting standards.
- Demonstrated ability in financial analysis, cost control, and financial risk management for complex projects.
- Experience in preparation and review of financial reports, audits, and compliance with national regulations and international standards.
- Proficiency in English language is a must.
