- Prepare material take offs and cost breakdown structures
- Develop pricing models considering productivity rates, resource requirements, and commercial risks
- Coordinate with Engineering, Planning, Procurement, QA/QC, HSE, Finance, and Project teams
- Obtain and evaluate supplier and subcontractor quotations
- Support commercial negotiations and proposal strategy discussions
- Compile complete proposal submissions including cost estimates, assumptions, and commercial terms
- Prepare project handover documentation for execution teams upon contract award
Requirements
- Degree or Diploma in Mechanical Engineering, Electrical Engineering, or related discipline
- Minimum 5–8 years of relevant experience in estimation and proposal preparation within fabrication, EPC, marine, or oil & gas projects
- Strong understanding of estimation methodologies, BOQs, MTOs, cost analysis, contracts, variation management, commercial risk assessment, and industry standards such as ASME, ASTM, and API
- Proficient in MS Office applications, advanced spreadsheets, estimation tools, and commercial documentation systems
- Strong analytical, commercial, negotiation, communication, and stakeholder management skills
- Fluency in English is mandatory

Position Overview
- We are seeking a highly analytical and commercially driven Estimation & Proposal Engineer to support business growth through the preparation of accurate cost estimates and competitive proposals for fabrication, EPC, marine, and oil & gas projects.
- This role is responsible for coordinating technical and commercial inputs, evaluating project requirements, managing tender submissions, and ensuring successful project handover from bid stage through contract award.
Key Responsibilities
- Review enquiries received from the Commercial Manager and/or Head of Estimation & Proposal and assess project requirements.
- Evaluate enquiry documents, specifications, drawings, and scope of work while coordinating with clients to clarify technical and commercial requirements.
- Prepare scope summaries and support BID/NO BID evaluations for management approval.
- Review contractual terms and conditions and prepare commercial deviations and qualifications in coordination with the legal team.
- Develop detailed cost estimates based on project scope, BOQs, drawings, engineering specifications, and client requirements.
- Prepare material take offs (MTOs) and cost breakdown structures covering labor, materials, equipment, subcontracting, and indirect costs.
- Develop pricing models considering productivity rates, resource requirements, project schedules, and commercial risks.
- Coordinate with Engineering, Planning, Procurement, QA/QC, HSE, Finance, and Project teams to obtain complete technical and commercial inputs.
- Obtain, evaluate, and technically assess supplier and subcontractor quotations to ensure competitive and compliant pricing.
- Support commercial negotiations and proposal strategy discussions to achieve commercially viable bid submissions.
- Coordinate with Procurement to ensure compliance with approved vendor lists and company commercial policies.
- Prepare technical clarifications, commercial deviations, tender queries, and responses during the bidding process.
Qualifications & Experience
- Degree or Diploma in Mechanical Engineering, Electrical Engineering, or a related discipline.
- Minimum 5–8 years of relevant experience in estimation and proposal preparation within fabrication, EPC, marine, or oil & gas projects.
- Strong understanding of estimation methodologies, BOQs, MTOs, cost analysis, contracts, variation management, commercial risk assessment, and industry standards such as ASME, ASTM, and API.
- Proficient in MS Office applications, advanced spreadsheets, estimation tools, and commercial documentation systems.
- Strong analytical, commercial, negotiation, communication, and stakeholder management skills with the ability to manage multiple tenders under tight deadlines.
- Fluency in English is mandatory.
