Role Overview
Lead commercial and financial control across all MEP packages for major GCC main contracting projects.
Oversee the MEP financial lifecycle from baseline budgeting and procurement buy-outs through variations, subcontractor valuation, and final account settlements.
Support profitability and cash flow improvement across MEP project activities.
Budgeting and Value Engineering
- Set up MEP cost baselines and WBS structures mapped to main contract budgets.
- Evaluate BOQs, schematics, and design packages to identify financial risks, scope gaps, and value engineering opportunities.
Subcontractor Procurement and Control
- Lead commercial negotiations and tender reviews for major MEP subcontracts and long-lead equipment such as chillers, switchgear, and AHUs.
- Certify monthly subcontractor payment applications based on verified site progress.
- Manage variations, scope changes, and back-charges.
CVR and Cash Flow
- Drive monthly Cost Value Reconciliation reports and forecast Cost to Complete and Estimate at Completion.
- Track cash flow, retention releases, advance payment recoupments, and Earned Value metrics including CPI and SPI.
Variations, Claims and Risk
- Identify, price, and negotiate main contractor variations and scope changes with clients and consultants.
- Work with planning teams to evaluate cost impacts of disruptions, delays, and prolongation claims under FIDIC contracts.
Candidate Requirements
- At least 15 years of experience in cost control or commercial management with a major Tier-1 main contractor, specializing in MEP packages.
- Proven track record on large-scale building or infrastructure projects in the UAE or GCC region.
- Bachelor of Science degree in Quantity Surveying, Mechanical or Electrical Engineering, or Commercial Management.
- Expertise in CCS Candy, CostX, SAP or Oracle ERP systems, POMI or NRM2 measurement rules, and FIDIC contracts.
- MRICS or CICES certification is preferred.
