Construction Manager- Microtunneling, Infrastructure

Role Summary

Key Responsibilities

• Lead and manage all site construction activities across roads, utilities, shafts, microtunneling, and ancillary works.
• Plan and allocate manpower, plant, equipment, and materials to meet the construction programme.
• Supervise section engineers, site engineers, supervisors, foremen, and subcontractor teams.
• Ensure construction activities are executed in full compliance with DM codes, approved drawings, method statements, and ITPs.
• Coordinate daily with QA/QC, MEP, NOC, Dewatering, and Planning teams to maintain progress and quality.
• Enforce a strict HSE culture on site, including PTW systems, toolbox talks, and incident prevention.
• Monitor daily and weekly progress against the baseline programme; drive corrective actions on slippages.
• Manage interfaces with DM inspectors, consultant site staff, utility agencies, and traffic authorities.
• Support the Project Manager in progress reporting, look-ahead planning, and risk management.
• Review subcontractor work, claims, and variations from a site execution standpoint.

Qualifications

• Bachelor's Degree in Civil Engineering or a related discipline.
• **Valid Dubai Municipality (DM) Certification is mandatory.**
• 8+ years of hands-on site construction experience on infrastructure projects, with significant DM project exposure in the UAE.
• Proven delivery across roads, deep excavations, shafts, utilities, and/or microtunneling works.
• Prior experience on stormwater, water tunnels, and STP (Sewage Treatment Plant) projects is highly preferred.

• Excellent practical knowledge of civil and infrastructure construction methods, including trenchless works.
• Thorough understanding of DM codes, specifications, and inspection regimes.
• Strong HSE mindset and zero-tolerance approach to unsafe practices.
• Effective planning, coordination, and problem-solving skills under site pressure.
• Clear communication and reporting to project leadership and client representatives.
