About the Role
Keolis is seeking a VIE Project & Bid Coordinator to join the Bids team in Dubai, supporting major tenders in the Middle East and East Asia. The role requires an engineering background, project management skills, and fluency in English.

Responsibilities
- Plan and manage the response timeline (gates, milestones, committees), RACI, and critical paths
- Centralize RFP requirements and manage compliance (compliance matrix, Q&A, clarifications)
- Coordinate contributions from Finance, Legal & Commercial, Technical/Operations, and partners
- Manage version control, quality, formatting, and consistency of deliverables; consolidate the submission package
- Prepare governance materials and project reporting (progress, risks, dependencies)
- Perform data analysis for costing and value proposition, capture lessons learned
Requirements
- Engineer by training, ideally with a project management orientation
- Fluent English
- Some initial exposure to tender processes and/or public transportation is a plus
- Rigorous, comfortable with numbers and data
- Capable of working in a demanding and evolving international environment
- Strong ability to adapt to the needs of different tenders

VIE Project & Bid Coordinator

- The V.I.E will report to Keolis Middle East and East Asia, supporting existing contracts and developing new opportunities in the region.
- The V.I.E will join the Bids team, at the core of Keolis’s growth momentum in the Middle East and East Asia area.
- The role will focus mainly on the preparation and coordination of bids, supporting major tenders planned for 2026.
Key Skills

- Coordinating contributions (Finance, Legal & Commercial, Technical/Operations, partners)

- Proficiency in Excel and SharePoint, interpersonal skills, and attention to detail
Candidate Profile
- Engineer by training, ideally with a project management orientation
- Fluent English and, if possible, some initial exposure to tender processes and/or public transportation
- Rigorous, comfortable with numbers and data, capable of working in a demanding and evolving international environment
- Strong ability to adapt to the needs of different tenders
