Role overview

Lead cost management and contract administration activities across multiple consultancy projects.

Provide cost advice to clients while ensuring compliance with industry practices and applicable regulations.

Pre-contract responsibilities

  • Prepare quantity take-offs from drawings and specifications using POMI, NRM, or equivalent measurement methods.
  • Prepare Bills of Quantities, cost breakdowns, estimates, and cost plans across design stages.
  • Benchmark design options and advise on feasibility, budget allocation, and cost optimization.
  • Prepare and review tender documents, clarify queries, and manage tender addenda.
  • Analyze tenders, evaluate contractor proposals, and support recommendations, interviews, and negotiations.

Post-contract responsibilities

  • Review and certify interim payment applications and assess variations, claims, and potential change orders.
  • Monitor expenditure against budget and forecast and prepare monthly cost reports.
  • Conduct site valuations, agree final accounts, and manage retention releases and closeout documentation.
  • Identify and document changes and advise clients on the cost implications of scope modifications.

Client and risk management

  • Serve as the client’s main commercial contact during project execution.
  • Present cost updates and recommendations and coordinate with project managers, consultants, and contractors.
  • Identify financial and contractual risks and participate in value engineering workshops.
  • Recommend alternative construction methods or materials to achieve savings without compromising quality.

Reporting and leadership

  • Maintain project cost files, drawings, correspondence, cost data, and audit documentation.
  • Prepare monthly reports, cost summaries, cash flow forecasts, and executive summaries.
  • Supervise and guide Junior Quantity Surveyors and review deliverables for accuracy and compliance.
  • Support training, knowledge sharing, department priorities, and consistency across projects.

Requirements

  • Diploma or bachelor’s degree in Quantity Surveying or Civil/MEP Engineering.
  • Minimum 5–10 years of related experience.
  • Experience in tendering and Design & Build environments.
  • Strong knowledge of FIDIC contracts and methods of measurement.
  • Understanding of building pathology, construction technology, and regulatory requirements.
  • Valid driving license.
  • MRICS, AIQS, or equivalent certification is preferred.
