- Lead and operate the Enterprise PMO, establishing and maintaining governance frameworks, standards, and controls
- Maintain oversight of the portfolio, providing structure, visibility, and coordination across programmes, projects, initiatives, and enablers
- Provide independent delivery assurance, identifying risks, dependencies, and delivery issues and ensuring timely escalation and resolution
- Execute agreed governance processes, including stage gates, approvals, RAID management, and reporting in line with enterprise standards
- Support prioritisation and sequencing of initiatives through structured analysis, capacity planning, and portfolio insights
- Track portfolio financial performance against approved budgets and forecasts, highlighting variances and risks to senior stakeholders
- Support benefits realisation by tracking delivery of agreed outcomes and providing visibility of progress and risks
- Produce clear, accurate, and timely reporting for senior leadership, steering committees, and governance forums
- Facilitate alignment across stakeholders by enabling effective governance forums, decision making, and issue resolution
- Lead and develop the PMO team, ensuring consistent standards, capability development, and performance
- Lead assigned programmes of work where confidentiality of complexity requires direct engagement
- Support the application of appropriate delivery approaches (Agile, Waterfall, Hybrid) aligned to enterprise standards
Requirements
- Bachelor’s degree in business, Finance, Technology, or related discipline
- Minimum 15 years’ experience in PMO, portfolio management, or transformation roles
- Proven experience operating enterprise PMOs within complex, matrixed organisations
- Strong experience supporting executive governance, reporting, and assurance
- Advanced analytical and reporting skills (Excel, Power BI)
- Experience with PPM and delivery tools (e.g. ServiceNow, Asana, Jira, MS Project)
- Strong executive communication and stakeholder facilitation skills
- Highly structured, analytical, and detail oriented
- Sound judgement with confidence to escalate risks and issues
- Collaborative leadership style with resilience under pressure

Role Overview
- We are currently seeking a Senior PMO Manager who will be responsible for leading and operating the Enterprise Project Management Office (PMO), providing portfolio governance, delivery assurance, and transparency across complex, cross functional initiatives.
- The role supports senior leadership by enabling effective prioritisation, disciplined execution, and informed decision making through consistent governance, reporting, and portfolio insight.
- You will also be responsible for leading a team of programme managers for cross functional or highly complex projects as well as leading on confidential programmes directly.
- Our client based in Dubai, is one of the largest semi governmental conglomerates in the region. This position is a contract role with a duration of 6 months.

Knowledge, Skills & Experience
- Bachelor’s degree in business, Finance, Technology, or related discipline.
- Postgraduate qualification (MBA or equivalent) preferred.
- Professional certification such as PMP and/or Six Sigma (Green Belt or above) desirable.
- Minimum 15 years’ experience in PMO, portfolio management, or transformation roles.
- Proven experience operating enterprise PMOs within complex, matrixed organisations.
- Strong experience supporting executive governance, reporting, and assurance.
- Enterprise portfolio and programme governance frameworks.
- Financial tracking, benefits tracking, and portfolio reporting.
- Advanced analytical and reporting skills (Excel, Power BI).
- Experience with PPM and delivery tools (e.g. ServiceNow, Asana, Jira, MS Project).
- Strong executive communication and stakeholder facilitation skills.
- Highly structured, analytical, and detail oriented.
