Job Purpose

Lead and oversee planning, design, execution, and maintenance of marine and waterfront projects.

Ensure public beach, waterway, coastal facility, and infrastructure projects meet safety, sustainability, budget, schedule, technical, and regulatory requirements.

Project Delivery

  • Lead marine, coastal, waterfront, and public beach projects from initiation through completion.
  • Review designs, drawings, specifications, method statements, and project proposals.
  • Prepare scopes, tender documents, technical specifications, cost estimates, and contract requirements.
  • Monitor schedules, budgets, resources, risks, deliverables, and contractor performance.

Technical and Site Oversight

  • Manage coastal protection, marine structures, dredging, reclamation, shoreline protection, and waterfront development works.
  • Supervise consultants, contractors, subcontractors, and service providers.
  • Conduct site inspections and monitor construction for approved-design, quality, and safety compliance.
  • Review technical submissions, materials, progress reports, variations, and payment applications.

Compliance and Stakeholders

  • Ensure compliance with municipal regulations, environmental requirements, sustainability standards, and marine engineering practices.
  • Coordinate with departments, government authorities, consultants, contractors, and other stakeholders.
  • Identify technical and operational risks and develop mitigation and corrective-action plans.

Close-Out and Reporting

  • Support maintenance and asset-management planning for marine and waterfront facilities.
  • Prepare progress reports, technical presentations, feasibility studies, and recommendations for senior management.
  • Manage handover, testing, commissioning, defect rectification, and project close-out activities.

Qualifications and Experience

  • Bachelor’s degree in Marine Engineering, Civil Engineering, Coastal Engineering, Ocean Engineering, or a related discipline.
  • More than 10 years of relevant marine, coastal, waterfront, or infrastructure project experience.
  • Proven experience managing large-scale marine construction or public infrastructure projects.
  • Professional certifications such as PMP or Chartered Engineer are advantageous.
  • Previous government, municipal, consultancy, or major infrastructure experience is preferred.

Competencies and Languages

  • Strong project management, technical engineering, contract administration, commercial, analytical, reporting, and presentation capabilities.
  • Excellent leadership, decision-making, problem-solving, communication, and stakeholder-management abilities.
  • Proficiency in relevant engineering, project-management, and Microsoft Office applications.
  • Fluency in English is required, while Arabic is preferred.
