Role Overview

Project Controls Responsibilities

• Lead cost management, budgeting, forecasting, and financial performance reporting across the assigned portfolio.
• Establish project cost baselines, budgets, contingencies, and funding allocations.
• Develop and manage Earned Value Management systems and reporting.
• Monitor cost performance indices, productivity metrics, cash flow forecasts, and financial KPIs.
• Provide monthly and executive-level cost, commercial, and financial reports.

Commercial and Financial Controls

• Lead commercial reporting and support contract administration teams on commercial performance matters.
• Review contractor applications, change requests, variation orders, and commercial claims from a controls perspective.
• Partner with Finance, Procurement, and Commercial teams to align project financial reporting.
• Analyze budget variances and develop mitigation and recovery actions.
• Provide financial scenario planning and trend analysis for strategic decisions.
• Ensure compliance with cost control, budget approval, delegated authority, and financial reporting governance.

Reporting Deliverables

• Produce budget performance reports, cost forecast reports, earned value reports, and monthly financial dashboards.
• Prepare cost-to-complete assessments, cash flow forecasts, commercial performance reports, and executive financial steering reports.
• Develop dashboards and automated reporting solutions through Power BI and enterprise systems.

Qualifications and Experience

• Bachelor's degree and/or postgraduate qualification in Engineering, Architecture, Construction Management, Business Management, or a relevant field.
• 10 to 15 years of relevant project controls experience across complex, multidisciplinary projects.
• In-depth knowledge of project controls in major construction environments.
• Regional experience is preferred.
• Significant experience developing, implementing, and managing business systems, policies, and procedures.

Technical and Professional Skills

• Proficient use of enterprise-level management software such as PRISM, Primavera P6, Aconex, ARM, Power BI, or similar systems.
• Significant discipline or industry presence with the ability to solve technical problems and provide assurance on project deliverables.
• Strong communication skills for articulating technical direction to senior stakeholders.
• Analytical and thorough problem-solving ability, with the capacity to connect people and issues and drive a quick response.
