Job Purpose and Scope
Provide cost and estimating management, leadership, and support for project activities.
Support safe, timely, cost-effective, and quality delivery and handover of the project.
Oversee contractor budget, cost, estimating, progress measurement, and forecasting activities.
Support the Project Controls Manager, PMC, and Owner's teams.
Principal Accountabilities
- Champion project safety culture, behaviors, and engagement activities.
- Review, monitor, and control project costs and contractor financial submissions.
- Verify payment requests, invoices, supporting documents, milestones, and payment entitlements.
- Review business plans, execution strategies, operating budgets, and cost forecasts.
- Review contractor invoices, progress measurement, forecasts, and payment assessments.
- Provide input to invoice approvals, change orders, claims, and contract variations.
- Participate in risk reviews, constructability reviews, and value engineering workshops.
- Prepare cost reports, progress reports, trend analyses, and exception reports for the Owner.
- Monitor multi-currency cash flow, exchange rates, sources of funds, audits, and financial close-out.
- Maintain change order registers, associated cost records, and approved cost monitoring reports.
Qualifications and Experience
- A bachelor's degree in relevant engineering or an equivalent qualification from an accredited university is required.
- At least 15 years of relevant Oil & Gas or Petrochemical industry experience is required.
- At least 3 years in a similar position on international major Oil & Gas or Petrochemical projects is required.
- FEED and EPC experience is required.
- PMC experience is required.
- Offshore project experience is required.
- At least 5 years of GCC experience is preferred.
- ADNOC project experience is preferable.
