Senior Contract & Procurement Specialist

Role Overview

Key Requirements

• Bachelor’s or Master’s degree in Law, Engineering, Quantity Surveying, Business, or a related discipline.
• Eight to twelve years of relevant experience in contracts and procurement.
• Experience in engineering consultancy or large-scale infrastructure, water, energy, or construction projects in Saudi Arabia.
• Strong knowledge of contract management, procurement strategy, tendering, sourcing, supplier management, negotiations, claims support, and commercial governance.
• Experience managing RFQs, technical and commercial evaluations, contract awards, and purchase orders.
• Familiarity with FIDIC, JCT, PPP, and bespoke Saudi-market contracts.
• Understanding of Saudi procurement, labor, tax, social insurance, data protection, compliance, and governance requirements.
• Experience with bank guarantees, bid bonds, performance bonds, and supplier compliance processes.
• Experience with Etimad and other government procurement systems is advantageous.
• Experience with major government entities and large-scale Saudi projects is highly preferred.
• Strong commercial acumen, negotiation, stakeholder management, and communication skills.
• Excellent communication skills in English and Arabic.

Preferred Certifications

• CIPS, MCIPS, RICS, or FIDIC accreditation is an advantage.

Responsibilities

• Manage contracts and procurement activities for engineering, infrastructure, water, energy, and industrial projects.
• Develop procurement strategies and manage tendering, sourcing, and supplier engagement.
• Manage RFQs, technical and commercial evaluations, contract awards, and purchase orders.
• Apply relevant contract frameworks, including FIDIC, JCT, PPP, and bespoke agreements.
• Support contract negotiations, claims, and commercial governance.
• Manage supplier compliance processes and contract security instruments.
• Ensure procurement and contract activities align with Saudi regulations and governance requirements.
• Engage with government procurement platforms and major government entities as required.
• Provide commercial and stakeholder management support across large-scale projects.
