Responsibilities
- Carry out joint measurement of executed works with Contractor's QS team on site
- Check and verify quantities in Contractor's monthly Interim Payment Applications (IPAs)

- Prepare detailed take offs, rate build ups, and cost estimates for variations
- Maintain Variation Register and supporting documentation
- Assist in reviewing Contractor's claims for additional payment and Extension of Time (EOT)
- Compile contemporaneous records, site diaries, and supporting data for claims assessment
- Maintain trackers for BoQ utilization, provisional sums, prime cost items, dayworks, and contingencies
- Assist in preparing monthly Cost Reports, Cash Flow forecasts, and Anticipated Final Cost (AFC) reports
- Maintain proper records of correspondence, notices, instructions, and approvals
- Verify Contractor's insurances, bonds, and guarantees remain valid
Requirements
- B.Sc. in Quantity Surveying, Civil Engineering, or equivalent
- Minimum 10 years postgraduate experience in quantity surveying and contract administration
- At least 7 years on infrastructure projects (roads, bridges, tunnels, utilities)
- Minimum 4 years in UAE/GCC
- Knowledge of methods of measurement (POMI, CESMM, SMM7)
- Knowledge of RTA/DM/DEWA commercial procedures
- Knowledge of current Dubai construction market rates
- Strong measurement and take off skills
- Advanced MS Excel
- Working knowledge of CCS Candy/CostX/AutoCAD for take offs
- Good technical report writing
- Attention to detail

Job Description
- The Quantity Surveyor is part of the site based team providing assistance on commercial aspects and contractual matters.
- Measures work, checks Contractor's payment applications, assists in evaluation of variations and claims, and maintains accurate commercial records.
What You'll Be Doing
- Carry out joint measurement of executed works with the Contractor's QS team on site.
- Check and verify quantities in the Contractor's monthly Interim Payment Applications (IPAs) against drawings, BoQ, and site records.
- Apply the project specified Method of Measurement (POMI, CESMM, or equivalent) consistently.
- Prepare Interim Payment Certificates (IPCs).
- Assist in the evaluation of variation submissions, site instructions, and engineer's instructions.
- Prepare detailed take offs, rate build ups, and cost estimates for variations.
- Maintain the Variation Register and supporting documentation.
- Liaise with the Contractor's QS to clarify and resolve measurement and pricing queries.
- Assist in reviewing Contractor's claims for additional payment and Extension of Time (EOT).
- Compile contemporaneous records, site diaries, and supporting data for claims assessment.
- Prepare draft responses and analyses for review by the Senior Quantity Surveyor.
- Maintain trackers for BoQ utilization, provisional sums, prime cost items, dayworks, and contingencies.
Cost Control & Reporting
- Assist in preparing monthly Cost Reports, Cash Flow forecasts, and Anticipated Final Cost (AFC) reports.
- Highlight cost overruns, BoQ exhaustion, and commercial risks to the Senior Quantity Surveyor.
Contract Administration
- Maintain proper records of correspondence, notices, instructions, and approvals in line with the Conditions of Contract procedures.
- Track contractual notices, time bars, and key contractual deadlines.
- Verify Contractor's insurances, bonds, and guarantees remain valid and on file.
Subcontractor & Supplier Support
- Reviewing the commercial aspects of subcontractor and supplier submissions.
- Cross check payments to nominated subcontractors as reflected in the Contractor's IPAs.
Site Measurement & Records
- Carry out regular site visits to measure and record works in progress, including roadworks, structures, and utilities.
- Maintain accurate measurement books, site instruction registers, and dayworks records.
- Coordinate with site engineers and inspectors to verify quantities and quality status before measurement.
Final Account Support
- Prepare the Final Account, including all variations, claims, and adjustments.
- Prepare supporting schedules, measurement sheets, and back up documentation for the Final Statement.
- Assist in retention release and Defects Liability Period commercial matters.
Coordination & Reporting
- Report to the Senior Quantity Surveyor on day to day commercial activities.
- Liaise with the Contractor's QS team, site engineers, planning engineer, and design team.
- Attend site measurement meetings and commercial review meetings as required.
- Prepare weekly and monthly commercial update inputs for the Resident Engineer's reports.
What Required Skills You'll Bring
- Education: B.Sc. in Quantity Surveying, Civil Engineering, or equivalent.
- Experience: Minimum 10 years' postgraduate experience in quantity surveying and contract administration, with at least 7 years on infrastructure projects (roads, bridges, tunnels, utilities) and a minimum of 4 years in the UAE/GCC.
- Knowledge: methods of measurement (POMI, CESMM, SMM7), RTA / DM / DEWA commercial procedures, and current Dubai construction market rates.
- Skills: Strong measurement and take off skills, advanced MS Excel, working knowledge of CCS Candy / CostX / AutoCAD (for take offs), good technical report writing, attention to detail, and effective communication.
