About the Role
Emirates Electrical Engineering LLC seeks an experienced MEP Purchaser to manage procurement of HVAC, electrical, and plumbing materials for construction projects in Dubai. Responsibilities
- Review MEP material requisitions and BOQs, align procurement schedules with project timelines
- Identify, assess, and prequalify MEP vendors and subcontractors; float enquiries and evaluate offers
- Procure HVAC systems, electrical and plumbing materials, and related consumables; coordinate subcontract services
- Analyze offers for value, prepare comparisons, seek approvals, and monitor spending vs. budget
- Manage POs, subcontract agreements, and ensure compliance with specs, standards, and contracts
- Coordinate with engineers, planners, and site teams to prioritize needs and resolve delays
- Ensure materials meet specs and approvals; coordinate inspections and handle non conformance
- Arrange transport, offloading, and storage; track deliveries and manage schedules
- Suggest process and cost efficiency improvements; support ERP adoption (e.g., SAP MM)
Requirements
- Bachelor's Degree in Mechanical or Electrical Engineering (Mechanical preferred)
- Minimum 10 years of procurement experience in the MEP sector within UAE/GCC construction industry
- Proven expertise in sourcing HVAC, plumbing, and electrical materials, equipment, and subcontracted services
- Familiarity with local and international supplier markets
- Strong negotiation and communication skills
- Proficiency in SAP MM module and Microsoft Office (especially Excel)
- Understanding of construction project life cycles and associated procurement challenges
- Ability to work independently and as part of a team, managing multiple priorities in a fast paced environment

Job Purpose
- The incumbent is responsible to study and understand the requisition of materials from various jobs/contracts, source for ideal suppliers, negotiate optimum prices and manage appropriate logistics for delivery. He will effectively manage inventory levels as per prescribed norms.
Job Responsibilities
- Procurement Planning: Review MEP material requisitions and BOQs. Align procurement schedules with project timelines and lead times.
- Vendor Management: Identify, assess, and prequalify MEP vendors and subcontractors. Float enquiries, evaluate offers, and maintain strong vendor relationships.
- MEP Procurement: Procure HVAC systems, electrical and plumbing materials, and related consumables. Coordinate subcontract services, equipment hire, and labor as needed.
- Cost & Budget Control: Analyze offers for value, prepare comparisons, and seek approvals. Monitor spending vs. budget and flag deviations or savings.
- Documentation & Compliance: Manage POs, subcontract agreements, and related documents. Ensure compliance with specs, standards, and contracts.
- Stakeholder Coordination: Work with engineers, planners, and site teams to prioritize needs. Share updates on procurement status and resolve delays.
- Quality Assurance: Ensure materials meet specs and approvals. Coordinate inspections and handle non conformance and replacements.
- Logistics Management: Arrange transport, offloading, and storage as per PO terms. Track deliveries, manage schedules, and resolve delays.
- Process Improvement: Suggest process and cost efficiency improvements. Support ERP adoption (e.g., SAP MM) and assist the Senior Officer.
Qualifications
- Bachelor's Degree in Mechanical or Electrical Engineering (Mechanical Engineering preferred) with strong understanding in Mechanical, Electrical & Plumbing items.
Experience
- Additional certifications in Supply Chain Management or Procurement (preferred).
- Minimum 10 years of procurement experience in the MEP sector within the UAE/GCC construction industry.
- Proven expertise in sourcing HVAC, plumbing, and electrical materials, equipment, and subcontracted services.
- Familiarity with local and international supplier markets.
- Strong negotiation and communication skills.
- Proficiency in SAP MM module and Microsoft Office (especially Excel).
- Understanding of construction project life cycles and associated procurement challenges.
- Ability to work independently and as part of a team, managing multiple priorities in a fast paced environment.
