Job Overview

  • The Public Relations Manager serves as the primary strategic liaison, official representative, and point of contact between the company and all local, regional, and national government authorities.
  • This role is responsible for establishing high level institutional relationships, navigating complex regulatory landscapes, and securing the necessary approvals, licenses, and compliance clearances required for smooth corporate operations.
  • The ideal candidate possesses an extensive network within public sector entities, a deep understanding of Saudi corporate and labor laws, and the executive presence required to represent the company’s interests at the highest regulatory levels.

Key Responsibilities

  • Serve as the company’s official, primary representative and point of contact before all relevant ministries, municipalities, and government authorities.
  • Establish, cultivate, and maintain a robust network of trusted relationships with key stakeholders across essential public entities, including but not limited to: Ministry of Human Resources and Social Development (MHRSD), Ministry of Commerce (MC), General Authority for Media Regulation (GAMR) / Sa
  • Proactively represent the company in government forums, public hearings, and regulatory workshops to advocate for favorable business conditions.
  • Oversee the strategic management of government digital compliance platforms, ensuring the accurate processing and maintenance of employment contracts, Saudization quotas, and workforce metrics (e.g., via Qiwa, Muqeem, Absher, and GOSI).
  • Monitor, interpret, and analyze newly issued laws, royal decrees, and ministerial decisions; assess their operational impact on the company and provide actionable guidance to executive leadership.
  • Ensure all corporate licensing, commercial registrations (CR), industrial or environmental permits, and municipal certificates are renewed proactively to eliminate operational downtime or penalties.
  • Act as the lead advisor and negotiator when resolving high stakes disputes, audits, or compliance challenges issued by government inspectors or regulatory bodies.
  • Coordinate closely with internal Legal, HR, and Operations teams to ensure company policies remain strictly aligned with evolving national laws and labor regulations.
  • Provide strategic counsel to the C suite regarding political, regulatory, or policy shifts that could impact the company’s long term business strategy.

Job Requirements & Qualifications

  • Bachelor’s degree in Law, Public Administration, Political Science, Business Administration, or a related field.
  • 8–12 years of progressive experience in Government Relations, Public Policy, or Corporate Affairs, with at least 3–5 years in an executive or managerial capacity within Saudi Arabia.
  • Flawless professional fluency in both Arabic and English (written and spoken) is required to draft official government correspondence and translate complex regulatory text.
  • Masterful knowledge of Saudi labor laws, commercial compliance frameworks, corporate governance, and digital government infrastructure.
  • Exceptional interpersonal, diplomacy, and consensus building skills; able to command respect and build mutual trust with public officials.
  • High agility in navigating administrative bottlenecks and implementing quick, compliant solutions to complex bureaucratic challenges.

Key Performance Indicators (KPIs)

  • Regulatory Compliance Score: Zero operational disruptions, fines, or legal penalties resulting from expired licenses or non compliant procedures.
  • Government Platform Health: Maintaining a green/compliant status across critical systems like Qiwa (Saudization rates, contract documentation compliance).
  • Turnaround Time (TAT) for Approvals: Speed of securing critical ministerial permits, visas, or commercial clearances compared to company benchmarks.
  • Stakeholder Network Strength: Successful resolution of regulatory inquiries or audits via direct, positive institutional engagement.
