Proposal Manager

Role Overview

Key Responsibilities

• Lead tender and proposal activities from enquiry and estimating through submission, clarification, negotiation, and handover.
• Review scopes, BOQs, drawings, specifications, and commercial requirements.
• Prepare pricing for scaffolding, painting, insulation, and refractory works.
• Develop cost build-ups for manpower, materials, equipment, logistics, productivity, and subcontractors.
• Set competitive prices while protecting target margins and profitability.
• Develop bid strategies based on project requirements, market conditions, competition, and commercial risk.
• Coordinate inputs across operations, engineering, procurement, finance, and commercial teams.
• Support pre-bid meetings, site visits, clarifications, and negotiations.
• Maintain market intelligence on labour costs, material prices, rental rates, and competitors.
• Prepare bid-to-budget documents and hand awarded projects to operations.
• Maintain tender controls, pricing accuracy, and commercial compliance.

Qualifications and Experience

• Bachelor’s degree or diploma in Engineering, Quantity Surveying, Construction Management, Business, or a related discipline.
• At least 10–15 years of relevant experience in proposals, estimating, tendering, or commercial functions.
• Background in scaffolding, painting, insulation, refractory, oil and gas, petrochemical, or industrial services.
• Demonstrated experience preparing competitive and profitable bids.
• Strong understanding of BOQs, specifications, drawings, unit rates, productivity assumptions, and cost build-ups.
• Experience with service or application pricing and material supply or rental pricing is highly desirable.
• Qatar or GCC market experience is highly preferred.
• Strong Excel and estimating or pricing-tool capability.
• Excellent analytical, negotiation, and communication skills with attention to detail.
