Responsibilities
- Establish operational objectives and work plans, and delegate assignments to subordinates; provide structured leadership and guidance for overall execution of Project Controls activities
- Manage development of Project Controls procedures and processes aligned with customer requirements
- Manage cost engineering, cost estimating, cost analysis/control, planning/scheduling, risk management, and project reporting activities
- Manage cost estimating, analysis, and control activities
- Manage schedule development, maintenance, monitoring, impact identification, and recovery plan development activities
- Develop preparation and presentation of project estimates and cost forecasts
- Support project organizational and administrative activities; provide generally non routine cost engineering/planning and scheduling guidance
- Identify and provide innovative solutions to cost engineering and planning/scheduling problems
- Review contract drafts for adequacy of cost and scope definition and Project Controls requirements
- Review Earned Revenue Determination Data, Financial Summaries, Project Financial Status Reports, and Charge for Project Working Capital calculations
- Manage coordination of project reports and dashboards as necessary
- Perform routine coaching, tasking, and performance management of assigned Project Controls staff
Requirements
- Bachelor's or master's degree (or international equivalent) plus minimum 15 years of professional experience, or 21+ years without a degree
- Previous Project Controls project experience within KSA or the wider Middle East and across a broad range of infrastructure projects
- Demonstrated experience and skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis
- Demonstrated experience and skill in directing planning and scheduling functions, including schedule development, control, and analysis
- Expertise in delivery, communication, and training of risk management
- Proven leadership skills in personnel administration and training of technical and nontechnical personnel
- Expert in oral and written communication, with demonstrated ability to present project information to Bechtel and client management
- Advanced knowledge of engineering, procurement, contracts, construction, and startup work processes
- Working knowledge of change management
- Experience of knowledge transfer and development of local employees

Project Overview
- Expo 2030 Riyadh is a global platform under the theme 'Foresight for Tomorrow,' promoting sustainable development, innovation, and transformative thinking.
- The 6 km² Masterplan includes exhibition space totaling 491,100 m² GFA, accommodating up to 197 countries and 29 international organizations.
- Bechtel will manage the infrastructure program comprising early works, utilities, and publicly accessible spaces, transitioning into a mixed use legacy development.
Job Summary
- The ideal candidate will have significant leadership experience and a clear understanding of project management within KSA.
- Previous Project Controls experience of large scale (>$1Bn) projects, ideally within KSA or the wider Middle East.
- Cultural awareness of operating successfully within KSA and proven success in managing client relationships at a senior level.
