About the Role
Bechtel seeks an experienced Contracts & Procurement Manager to lead contract formation, tendering, and administration for the King Salman International Airport project in Riyadh.

Responsibilities
- Lead a team to manage all activities associated with formation, tendering, award and administration of assigned contract packages
- Form and issue tender packages, track and close queries, receive and evaluate proposals, conform contracts, and provide input to recommendations for award
- Conduct meetings/workshops such as bid clarification and pre award meetings to ensure complete understanding and agreement between Bechtel, customer and contractor
- Prepare and manage the preparation of contract documents for execution with Customer’s Legal Advisors
- Prepare, maintain and manage reports, registers, presentations and correspondence
- Lead others on and perform contracts administration activities including preparation, maintaining, and implementation of applicable procedures
- Review contract terms and conditions to identify and monitor areas of risk, ambiguities, conflicts or deviations from scope of work
- Develop and implement appropriate mechanisms to monitor compliance with contract terms and conditions
- Identify and resolve contract claims as they develop, including engagement of legal department where necessary
- Obtain and/or manage receipt of all contract deliverables for handover and close out of contracts
Requirements
- Degree in Business, Quantity Surveying, Law, Engineering or other applicable field
- 20+ years of experience in Contracts or Commercial Management of mega projects
- Experience in managing the work efforts of supervisors and direct reports
- Leadership and teamwork capabilities suitable for managing a diverse team
- Extensive skill in working and communicating effectively, both orally and in writing
- Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation, planning and scheduling
- Experience in establishing/implementing operational objectives and work plans for a major scope package or project
- Must be advanced level in English language, orally and written

Project Overview
- Bechtel provides PMC services for King Salman International Airport development in Riyadh, including three new terminals.
- The airport will have capacity up to 120 million travellers by 2030 and 185 million by 2050.
Pre Award Major Responsibilities
- Forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals, conforming of contracts, and providing input to recommendations for award.
- Meetings/workshops such as bid clarification and pre award meetings for ensuring complete understanding and agreement between Bechtel, customer and contractor on all contractual matters.
- Prepares and manages the preparation of contract documents for execution with Customer’s Legal Advisors.
- Preparing, maintaining and managing reports, registers, presentations and correspondence.
- Other pre award duties as assigned.
Post Award Major Responsibilities
- Leads others on and performs contracts administration activities, including preparation, maintaining, and implementation of applicable procedures.

Education And Experience Requirements
- Degree in Business, Quantity Surveying, Law, Engineering or other applicable field.

- Extensive skill in working and communicating effectively, both orally and in writing, with other project functional groups, Customers and Stakeholders.
- Experience and completion of courses in pricing, contract law, contract drafting, contract administration and negotiation, planning and scheduling.
- Experience in establishing / implementing operational objectives and work plans for a major scope package or a project, and delegating assignments to subordinates.
- Must be advanced level in English language, orally and written.
