Role Overview
Lead a major rail infrastructure programme in the GCC for an international engineering and consultancy organisation.
The programme covers detailed design, construction, testing, commissioning, handover, and close-out.
Key Responsibilities
- Lead programme delivery while achieving programme, budget, quality, and performance objectives.
- Act as the senior point of contact for the client and key stakeholders.
- Direct multidisciplinary project teams across engineering, commercial, planning, construction, and delivery functions.
- Oversee governance, reporting, risk management, and strategic decision-making.
- Manage interfaces among consultants, contractors, specialist suppliers, and third parties.
- Monitor milestones, budgets, contractual obligations, and delivery targets.
- Lead stakeholder coordination across client, consultant, contractor, and government or regulatory interfaces.
- Provide strategic oversight of engineering and construction delivery.
- Ensure compliance with safety, quality, environmental, and regulatory requirements.
- Lead commercial and contractual matters, including change management, claims avoidance, cost control, and approvals.
- Support procurement, mobilisation, and management of project service providers.
- Drive testing, commissioning, stakeholder approvals, handover documentation, and close-out.
Requirements
- 25+ years of overall experience, including 3+ years as a Programme Director or equivalent senior leader.
- Strong track record delivering major rail infrastructure projects.
- GCC experience is mandatory.
- High-speed rail experience is highly desirable.
- Tunnelling or TBM experience is preferred.
- Bachelor's degree in Civil Engineering or a related discipline.
- Consultant or engineering consultancy experience is mandatory.
- Experience leading large, multidisciplinary teams on major infrastructure programmes.
