Role Overview
The Procurement Quality Engineer will ensure the quality, compliance, and timely delivery of electrical and instrumentation materials and equipment for large-scale construction projects.
The role requires supplier quality management, vendor inspection, and procurement quality surveillance experience on major Oil & Gas EPC projects.
Responsibilities
- Review and approve supplier quality documentation, Inspection and Test Plans, Quality Plans, manufacturing procedures, and Factory Acceptance Test protocols.
- Manage procurement quality activities across sourcing, manufacturing, inspection, and delivery phases.
- Conduct supplier audits, capability assessments, and qualification reviews.
- Coordinate vendor inspections, surveillance activities, and third-party inspection agencies.
- Witness Factory Acceptance Tests, routine tests, type tests, and performance tests for electrical and instrumentation equipment.
- Monitor supplier compliance with specifications, standards, client requirements, and EPC quality procedures.
- Resolve supplier quality issues, nonconformance reports, and corrective actions.
- Review manufacturing records, calibration certificates, test reports, and final documentation packages.
- Collaborate with Engineering, Procurement, Construction, Expediting, and Project Management teams.
- Support site construction teams with technical quality concerns related to procured materials.
Experience and Qualifications
- At least 10 years of procurement quality, supplier quality, QA/QC, or vendor inspection experience within Oil & Gas EPC projects.
- Experience witnessing Factory Acceptance Tests, routine and type testing, instrument calibration, functional testing, and system integration testing.
- Bachelor's degree in Electrical Engineering, Instrumentation Engineering, Electronics Engineering, or a related discipline.
- ISO 9001 Lead Auditor certification.
Technical Skills
- Familiarity with hazardous area equipment certification and inspection requirements.
- Strong knowledge of manufacturing processes for electrical and instrumentation equipment.
- Experience coordinating with international vendors, inspection agencies, and EPC project teams.
- Relevant equipment includes transformers, switchgear, MCCs, VFDs, UPS systems, cables, motors, control valves, SIS, DCS, ESD, PLC panels, analyzers, and fire and gas systems.
