Responsibilities
- Develop and implement project specific procurement strategies aligned with execution milestones and budget controls
- Lead strategic sourcing initiatives to improve cost efficiency, supplier competitiveness, and risk mitigation
- Conduct market analysis, vendor benchmarking, and cost trend monitoring
- Oversee end to end procurement lifecycle: tendering, prequalification, bid evaluation, negotiation, contract award, and administration
- Ensure transparent, auditable procurement decisions aligned with policies and local regulations
- Support resolution of contract deviations, disputes, and post award negotiations
- Monitor procurement budget adherence and support cost control actions
- Build and maintain a high performing network of suppliers and subcontractors across Qatar, KSA, and UAE
- Conduct performance reviews, track KPIs, and implement supplier development initiatives
- Lead and coach the procurement team, fostering accountability, ownership, and high performance
Requirements

Role Overview
- The Procurement Manager plays a pivotal role in leading the end to end procurement function across Shelter Group’s construction portfolio in the GCC.
- Responsible for driving strategic sourcing, managing supplier relationships, and ensuring alignment between procurement operations and project delivery goals.
- Ensures all procurement activities meet Shelter Group’s performance, quality, and compliance standards.
Key Responsibilities
- Develop and implement project specific procurement strategies aligned with execution milestones and budget controls.
- Lead strategic sourcing initiatives to improve cost efficiency, supplier competitiveness, and risk mitigation.
- Conduct market analysis, vendor benchmarking, and cost trend monitoring to inform procurement decisions.
- Oversee the end to end procurement lifecycle: tendering, prequalification, bid evaluation, negotiation, contract award, and administration.
- Ensure transparent, auditable procurement decisions aligned with policies and local regulations.
- Support resolution of contract deviations, disputes, and post award negotiations.
- Monitor procurement budget adherence and support cost control actions.
- Build and maintain a high performing network of suppliers and subcontractors across Qatar, KSA, and the UAE.
- Conduct performance reviews, track KPIs, and implement supplier development initiatives.
- Lead vendor onboarding and qualification processes.
- Coordinate closely with project, legal, commercial, and finance teams.
- Enforce compliance with Shelter’s procurement policies, governance protocols, and regulatory standards.
Qualifications & Experience
- Strong commercial acumen and regulatory awareness.
- Leadership capability to drive cross functional collaboration.
- Experience in construction procurement in the GCC region.
- Knowledge of FIDIC or equivalent construction contracts.
- Experience with ERP systems and dashboard analytics.
