Responsibilities
- Lead and oversee all pre contract activities, including estimation, tendering, bid management, and commercial evaluations
- Develop and implement best practices, governance frameworks, and strategic initiatives within the tendering function
- Direct the preparation and review of detailed cost estimates, budgets, and pricing strategies for major projects
- Lead the preparation, review, and submission of technically compliant and commercially competitive tenders
- Review tender documents, specifications, contract conditions, and commercial requirements; identify contractual risks and opportunities
- Lead negotiations with clients, consultants, subcontractors, and suppliers to secure favorable outcomes
- Establish structured risk assessment and mitigation processes during tender preparation
- Drive value engineering initiatives to enhance competitiveness and project profitability
- Act as primary liaison between executive leadership, project teams, consultants, and external stakeholders
- Lead, mentor, and develop Estimation, Quantity Surveying, and Cost Control teams
Requirements
- Bachelor's or Master's Degree in Civil Engineering, Construction Management, Quantity Surveying, or a related discipline
- Minimum 15 years of progressive experience in Estimation, Tendering, Commercial Management, or Pre Contract Management within the construction industry
- Extensive experience within GCC construction and infrastructure sectors
- Proven track record of managing high value tenders, large scale projects, and multidisciplinary teams
- Strong knowledge of FIDIC Contracts, Cost Estimation, Tendering, Procurement, Commercial Management, Contract Negotiation, Risk Management, Value Engineering, and Local Authority Requirements
- PMP or equivalent professional certification is highly desirable
- Arabic language proficiency is considered an advantage

Position Overview
- Shelter Group is seeking a highly accomplished Estimation & Tendering Manager to lead our pre contract function and play a critical role in securing high value construction and infrastructure projects across Qatar.
- This senior leadership position is responsible for driving estimation excellence, tender strategy, bid management, commercial risk assessment, contract negotiations, and value engineering initiatives.
Key Responsibilities
- Lead and oversee all pre contract activities, including estimation, tendering, bid management, and commercial evaluations.
- Develop and implement best practices, governance frameworks, and strategic initiatives within the tendering function.
- Align bid strategies with corporate objectives, client expectations, and market opportunities.
- Direct the preparation and review of detailed cost estimates, budgets, and pricing strategies for major projects.
- Utilize market intelligence, benchmarking, and cost databases to ensure accurate and competitive pricing.
- Evaluate project feasibility and commercial viability while safeguarding profitability.
- Lead the preparation, review, and submission of technically compliant and commercially competitive tenders.
- Coordinate with Commercial, Procurement, Operations, and Project teams to ensure high quality bid submissions.
- Manage tender schedules, bid evaluations, and proposal development activities.
- Review tender documents, specifications, contract conditions, and commercial requirements.
- Identify contractual risks, opportunities, and commercial implications.

Candidate Profile
- Bachelor's or Master's Degree in Civil Engineering, Construction Management, Quantity Surveying, or a related discipline.
- PMP® or equivalent professional certification is highly desirable.

- Advanced commercial acumen with strong analytical and decision making capabilities.
- Excellent stakeholder management, negotiation, and communication skills.
- Arabic language proficiency is considered an advantage.
