About the Role
We are seeking an HSE Officer to carry out day-to-day HSE requirements and compliance. You will support the HSE Director, manage site staff, conduct inspections, and ensure safety regulations are followed.

- Manage supporting staff at sites and compile data for client.
- Attend client and stakeholder meetings related to HSE and publish minutes.
- Ensure contractors and personnel understand and comply with HSE requirements.
- Provide HSE information, instructions, supervision, training, and toolbox talks.
- Report HSE violations, follow up on control measures and corrective actions.
- Coordinate with senior management on safety management system implementation.
- Perform regular floor walks and documented checks for cleanliness and hygiene.
- Report functionality issues to FM team regarding technical equipment.
- Ensure all operatives wear PPE on site.
Requirements
- Degree or Diploma in Engineering, Science, or Occupational Health & Safety.
- Minimum NEBOSH International General Certificate in Occupational Health & Safety (IGC) or equivalent Level 3 Certification.
- Minimum 5 years of experience in FM/Construction/Oil and Gas/Manufacturing industry.
- 3 5 years UAE experience in HSE officer role.
- Valid UAE driver's license and means of transport.
- Proficient in MS Office (Outlook, Word, PowerPoint, Excel).

Job Purpose
- Carry out the day to day client’s HSE requirements and Khidmah compliance requirements, contribute to the application of effective Health, Safety and Environmental management by providing support to and update HSE Director.
- Managing the supporting staffs at sites and compile the data and verifying approving and forwarding to client.
Roles, Responsibilities & Duties
- Responsible for own Safety at work sites.
- Extend support to HSE Director and Procurement team in reviewing and assessing the Contractors HSE prequalification.
- Attend clients and other stakeholders meetings related to HSE on behalf of the HSE Director and publishing minutes of meeting.
- Ensure all contractors and other personnel on site understand and comply with HSE requirements and regulations and strive towards zero harm to life and property.
- Provide adequate information, instructions, supervision, training and TBT to Khidmah employees in matters related to HSE.
- Daily report any HSE violations, follow up on implementation of control measures and corrective actions to mitigate the risks and recommend disciplinary actions on safety violations to the HSE Director.
- Pandemic Illness Management and enforcement.
- Coordinate with senior management concerning the implementation of the safety management system on site and the ongoing instructions to all personnel in its use.
- Performing regular floor walks and documented checks to ensure cleanliness and hygiene of staff.
- Report functionality issues to FM team regarding technical equipment such as electrical doors, HV, LV systems, Fire protection systems, Fire Alert and Firefighting systems, HVAC systems, Gas systems, access control systems, storage and distribution systems are maintained in a safe manner.
- Ensure all operatives are wearing PPE on site.
Qualification
- Degree or Diploma in Engineering, science or Occupational Health & Safety or equivalent from a recognized University (advantageous).
- Minimum NEBOSH International General Certificate in Occupational Health & Safety (IGC) NEBOSH or equivalent Level 3 Certification.
- Preferred ISO 9K,14K,18K/45k internal auditor certification.
- First Aid and Firefighting training will be advantageous.
Other Skills
- Excellent Communication skills with all levels and with all stakeholders.
- Hands on experience in doing risk assessment, incident investigation and root cause analysis.
- Experienced in performing HSE inspections and ISO Auditing.
- Excellent skill in reporting and presentations.
- Good understanding of F&LS systems.
- Well organized, disciplined and motivated.
- Proficient in MS Office (Outlook, Word, Power Point, Excel).
- Must have valid UAE drivers license and means of transport will be advantageous as traveling will be required.
Experience
- Minimum 5 years of experience in FM/Construction/Oil and Gas/Manufacturing industry.
- 3 – 5 years UAE experience in HSE officer role.
