Role Overview

Health and Emergency Management

• Implement the HSE Management System, Emergency Response Plan, and Emergency Management Plan with operational leaders and safety officers.
• Review fire and life safety drawings and advise on health, safety, and fire safety risks.
• Attend emergencies, ensure case reports are prepared, and support ESTIFA certification and legal compliance.
• Investigate incidents, accidents, and near misses, implement corrective actions, and prepare trend reports.
• Monitor HSE performance and prepare statistical, weekly, and monthly reports.

Contractor Management

• Ensure contractor and service provider activities comply with the client’s HSE plan and contract requirements.
• Conduct site visits, inspections, and audits against the UAE FLS Code and submit recommendations.
• Communicate policies, coordinate facility and equipment inspections, and review and approve permits.

Audit and Risk Assessment

• Conduct internal HSE audits across communities.
• Identify, record, and control health and safety risks and track mitigation responses.
• Develop risk-based inspection plans and perform regular fire risk assessments.
• Liaise with Dubai, UAE, and international HSE regulators and industry groups.
• Ensure events comply with fire safety requirements.

Training

• Identify HSE training needs and arrange and deliver training as required.

Qualifications and Experience

• Bachelor’s degree in engineering or an HSE field.
• Lead Auditor qualification for ISO 45001 and EBOSH International Diploma Level 6 in OHS.
• At least 12 years of experience in a similar field, including five years managing health and safety in communities.
• Experience with automated HSE management applications and Microsoft Office.
• Knowledge of IMS, ISO 14001, ISO 45001, WELL implementation, UAE FLS Code, and NFPA.
