Job purpose

KBR is expanding its Project Management Consultancy team for an offshore development in Abu Dhabi.

The Lead Procurement Engineer manages procurement for ADNOC Offshore projects to secure materials, equipment, and services on time and cost-effectively.

The role leads procurement teams and coordinates with engineering, construction, project management, vendors, and clients.

Procurement and vendor management

  • Lead procurement activities and develop plans, strategies, and schedules aligned with project milestones.
  • Manage major equipment, bulk materials, and subcontracted services.
  • Prepare RFQs and RFPs for approved vendors.
  • Conduct technical and commercial bid evaluations, clarification meetings, and supplier negotiations.
  • Recommend vendor selection and prepare procurement recommendations.
  • Maintain relationships with ADNOC-approved vendors and suppliers.

Contracts, delivery, and interfaces

  • Prepare and review purchase orders, contracts, and procurement agreements.
  • Monitor supplier performance against contractual commitments and address claims.
  • Track manufacturing schedules and delivery performance.
  • Coordinate expediting, inspection, and logistics teams to support on-time delivery.
  • Identify procurement risks, implement mitigation plans, and resolve supply chain issues.
  • Coordinate with engineering, QA/QC, construction, planning, project controls, clients, and vendors.

Compliance and team leadership

  • Ensure procurement documentation complies with ADNOC Offshore requirements.
  • Support quality surveillance, inspection, testing, HSE compliance, and audit readiness.
  • Lead and mentor procurement engineers and buyers and monitor team performance.
  • Promote continuous improvement and best procurement practices.

Qualifications and experience

  • Bachelor's degree in mechanical, electrical, instrumentation, or industrial engineering, or equivalent.
  • Minimum 15 years of procurement experience in oil and gas EPC or PMC projects.
  • At least 5 years in a Lead Procurement Engineer role.
  • Experience on ADNOC Offshore, ADNOC Onshore, or major Middle East oil and gas projects.
  • Knowledge of offshore facilities, brownfield and greenfield developments, and procurement of major equipment and materials.

Technical skills

  • Strong understanding of procurement lifecycle and contract administration.
  • Familiarity with ADNOC procurement procedures and approved vendor requirements.
  • Knowledge of ASME, API, ASTM, IEC, ISO, and NACE standards.
  • Proficiency in SAP, Oracle, or a similar ERP system.
  • Strong commercial awareness, negotiation, analytical, communication, and report-writing skills.

Preferred certifications

  • CIPS certification is preferred.
  • PMP certification is preferred.
  • Supply chain management certification is preferred.
  • ADNOC project experience is highly preferred.

Performance indicators

Procurement schedule adherence and on-time delivery of critical equipment and materials.

Cost savings, procurement efficiency, and supplier performance management.

Compliance with ADNOC and project requirements.

Reduction of procurement-related project risks.
