A Dubai-based investment group seeks an experienced HSEQ Manager / Designated Person Ashore (DPA) to oversee safety, quality, environmental, and regulatory compliance across a fleet of Dry Bulk vessels.

Responsibilities
- Act as Designated Person Ashore (DPA) in accordance with the ISM Code
- Maintain, implement, and continuously improve the Safety Management System (SMS)
- Ensure compliance with ISM, ISPS, MLC, MARPOL, SOLAS, and other applicable international regulations
- Conduct internal audits, vessel inspections, and management reviews
- Coordinate external audits with Flag States, Classification Societies, and Port State Control authorities
- Lead incident investigations and oversee corrective and preventive action processes
- Develop and monitor HSEQ performance indicators across the fleet
- Provide guidance and support to vessel masters and onboard personnel regarding safety and compliance requirements
- Promote a proactive safety culture and continuous improvement mindset
- Support risk assessments and emergency preparedness initiatives
Requirements
- Minimum 5 years of experience within the maritime/shipping industry
- Must have served as Master (Captain) on Dry Bulk vessels for at least 5 years
- Previous shore based office experience within ship management, ship owning, or maritime operations
- Dry Bulk vessel experience is mandatory
- Strong knowledge of ISM, ISPS, MLC, MARPOL, and SOLAS requirements
- Experience managing audits, inspections, and regulatory compliance
- Strong leadership, communication, and stakeholder management skills
- Fluent English

About the Role
