Responsibilities
- Implement and maintain HSE policies, procedures, and standards for power utilities infrastructure
- Ensure compliance with applicable HSE legislation, electrical safety regulations, and environmental permits
- Conduct regular HSE inspections and audits of sites, equipment, and activities
- Lead or participate in risk assessments, Job Safety Analyses, and Hazard Identification studies
- Support incident and near miss reporting, investigation, and root cause analysis
- Monitor environmental aspects and ensure adherence to environmental permits
- Develop and deliver HSE induction and refresher training tailored to power utilities
- Work closely with engineering, construction, and contractor teams to coordinate safe work
- Review and approve contractor HSE plans, method statements, and risk assessments
- Prepare regular HSE performance reports, KPIs, and recommendations for management
Requirements
- Experience in HSE management for power utilities infrastructure
- Knowledge of HSE regulations, electrical safety, and environmental permits
- Ability to conduct risk assessments and incident investigations
- Experience with training and safety culture promotion

Position Summary
- The HSEWW Engineer is responsible for developing, implementing, and monitoring Health, Safety, and Environmental programs specific to power utilities infrastructure.
- The role ensures compliance with HSE regulations, utility standards, and project requirements; promotes a strong safety culture; and supports continuous improvement in risk management and environmental performance.
HSE Management & Compliance
- Implement and maintain HSE policies, procedures, and standards for power utilities infrastructure.
- Ensure compliance with applicable HSE legislation, electrical safety regulations, environmental permits, and utility specific standards.
- Conduct regular HSE inspections and audits of sites, equipment, and activities; track findings and verify close out of corrective actions.
- Support development, review, and continuous improvement of the HSE Management System for power utilities projects and operations.
Risk Assessment & Control
- Lead or participate in risk assessments, Job Safety Analyses and Hazard Identification studies for high voltage and power related activities.
- Identify hazards related to electrical work (MV/LV/HV), live line proximity, switching and isolation, work at height (towers, poles), lifting operations, excavation and cable laying, traffic management, and confined/enclosed spaces.
Incident Management
- Support incident and near miss reporting, investigation, and root cause analysis for power utilities activities.
- Develop corrective and preventive actions, and follow up to ensure effective implementation and learning across teams.
- Maintain incident statistics, trend analyses, and performance reports, with specific focus on electrical safety, work at height, and construction related risks.
- Participate in emergency preparedness and response planning and drills.
Environmental Protection & Compliance
- Monitor environmental aspects related to power utilities operations.
- Ensure adherence to environmental permits, waste management requirements, and spill prevention/response procedures.
- Support environmental monitoring and reporting to regulatory authorities where required.
- Promote pollution prevention, resource efficiency, and best practices in hazardous materials handling, storage, and disposal.
Training, Awareness & Culture
- Develop and deliver HSE induction and refresher training tailored to power utilities.
- Promote HSE awareness campaigns, toolbox talks, and safety observation programs focused on critical risks such as electrocution and falls from height.
- Coach supervisors, engineers, and frontline crews to reinforce safe behaviors and compliance with procedures.
- Support competency assessment for critical HSE roles.
Coordination & Reporting
- Work closely with engineering, construction, operations, and contractor teams to plan and coordinate work safely around energized and de energized assets.
- Review and approve contractor HSE plans, method statements, risk assessments, and permits to work for power utilities activities.
- Participate in HSE meetings, progress reviews, and client/regulator engagements as required.
- Prepare regular HSE performance reports, KPIs, and recommendations for management.
