About the Role
We are seeking a qualified HSE Officer with experience in workers' welfare audits and compliance, ideally from a manpower supply company. The role involves conducting inspections, preparing audit reports, and ensuring adherence to UAE labor laws and client HSE standards.

Responsibilities
- Conduct regular workers' welfare audits at labor accommodations, workplaces, and transportation facilities
- Ensure compliance with UAE labor laws, client requirements, and company HSE policies
- Carry out inspections of worker accommodations including hygiene, housekeeping, fire safety, sanitation, food preparation areas, and recreational facilities
- Prepare audit reports, inspection findings, corrective action plans, and follow up reports
- Coordinate with operations, camp management, HR, and transport departments to close audit findings
- Conduct toolbox talks, HSE inductions, and workers' welfare awareness programs
- Investigate incidents, near misses, and welfare related complaints and recommend preventive actions
- Maintain HSE records, inspection reports, risk assessments, and statutory documentation
- Support internal and external HSE audits conducted by clients and regulatory authorities
Requirements
- Diploma or Bachelor's Degree in Occupational Health & Safety, Environmental Science, or related field
- NEBOSH IGC or equivalent HSE qualification
- Minimum 3 5 years of HSE experience
- Mandatory experience working with a manpower supply company
- Proven experience conducting workers' welfare audits
- Experience managing labor accommodation inspections and welfare compliance
- Valid UAE driving licence is an advantage

- Monitor employee welfare standards, including accommodation, transportation, drinking water, sanitation, medical support, and welfare facilities.
- Prepare audit reports, inspection findings, corrective action plans, and follow up reports.
- Coordinate with operations, camp management, HR, and transport departments to close audit findings.
- Conduct toolbox talks, HSE inductions, and workers' welfare awareness programs.
- Investigate incidents, near misses, and welfare related complaints, and recommend preventive actions.
- Ensure welfare facilities comply with client standards and contractual requirements.
- Maintain HSE records, inspection reports, risk assessments, and statutory documentation.
- Support internal and external HSE audits conducted by clients and regulatory authorities.
- Promote a positive safety culture and continuous improvement in workers' welfare.
Qualifications
- Diploma or Bachelor's Degree in Occupational Health & Safety, Environmental Science, or a related field.
- NEBOSH IGC or an equivalent HSE qualification.
- IOSH certification is preferred.
- First Aid and Fire Safety certifications are an advantage.
Experience Requirements
- Minimum 3–5 years of HSE experience.
- Mandatory experience working with a manpower supply company.
- Proven experience conducting workers' welfare audits.
- Experience managing labor accommodation inspections and welfare compliance.
- Familiarity with client HSE requirements, particularly in the oil & gas sector, is preferred.
- Experience preparing audit reports and implementing corrective actions.
Skills & Competencies
- Strong knowledge of HSE legislation and workers' welfare standards.
- Excellent auditing and inspection skills.
- Good understanding of labor accommodation and transportation safety requirements.
- Strong communication and report writing skills.
- Ability to identify risks and implement corrective and preventive actions.
- Proficient in Microsoft Office applications.
- Ability to work independently and manage multiple inspections and audits.
Preferred Experience
- Experience supporting oil & gas clients.
- Knowledge of ISO 45001 Health & Safety Management Systems.
- Experience coordinating client HSE inspections and compliance audits.
- Valid UAE driving licence is an advantage.
