Job Summary

  • Seeking an experienced and proactive HSE Engineer to oversee Health, Safety, and Environmental compliance within vehicle and equipment workshop operations and transport business.
  • The successful candidate will have extensive experience in transport companies that lease vehicles and heavy equipment to Oil & Gas clients.

Key Responsibilities

  • Develop, implement, and maintain HSE policies, procedures, and safe work practices in accordance with UAE regulations and client requirements.
  • Monitor HSE compliance across vehicle and heavy equipment workshops, maintenance facilities, and transport operations.
  • Conduct regular workplace inspections, HSE audits, and compliance assessments.
  • Lead internal and external HSE audits and ensure timely closure of audit findings and corrective actions.
  • Prepare and maintain HSE documentation, reports, statistics, risk assessments, and audit records.
  • Conduct incident investigations, identify root causes, and implement corrective and preventive actions.
  • Ensure compliance with ADNOC and other Oil & Gas client HSE standards and contractual requirements.
  • Carry out hazard identification, Job Safety Analysis (JSA), and risk assessments for workshop and transport activities.
  • Monitor safe maintenance practices for vehicles, heavy equipment, lifting equipment, and workshop operations.
  • Ensure proper management of hazardous materials, waste disposal, fire safety, and environmental protection measures.
  • Conduct HSE inductions, toolbox talks, safety awareness campaigns, and employee training programs.
  • Monitor contractor and subcontractor HSE compliance.

Qualifications

  • Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Engineering, or a related discipline.
  • NEBOSH International General Certificate (IGC) is mandatory.
  • NEBOSH Diploma will be an added advantage.
  • IOSH Managing Safely or equivalent certification.
  • Lead Auditor qualification (ISO 45001) is preferred.
  • First Aid and Fire Safety certifications are an advantage.
  • Valid UAE Driving License is preferred.

Experience

  • Minimum 5–8 years of HSE experience in the UAE.
  • Minimum 3–5 years of experience with a transport company involved in leasing vehicles and heavy equipment to Oil & Gas clients.
  • Proven experience working in vehicle and heavy equipment workshops.
  • Strong experience conducting internal and external HSE audits.
  • Experience with ADNOC and other Oil & Gas client HSE management systems.
  • Experience in incident investigation, risk assessment, and compliance management.
  • Familiarity with fleet operations, equipment maintenance, logistics, and workshop safety.

Skills & Competencies

  • Excellent knowledge of UAE HSE regulations and international safety standards.
  • Strong understanding of ISO 45001 Occupational Health & Safety Management Systems.
  • Knowledge of vehicle workshop safety requirements and transport operations.
  • Excellent auditing and inspection skills.
  • Strong analytical and problem solving abilities.
  • Excellent report writing and documentation skills.
  • Good communication and presentation skills.
  • Ability to manage multiple projects and priorities.
  • Proficiency in Microsoft Office applications.
  • Ability to work independently and under pressure.

Preferred Industry Experience

  • Vehicle leasing to Oil & Gas companies.
  • Heavy equipment leasing.
  • Fleet management.
  • Transport and logistics operations.
  • Vehicle and heavy equipment workshops.
  • ADNOC projects and other major Oil & Gas clients.

Key Performance Indicators (KPIs)

  • Zero Lost Time Incidents (LTI).
  • Successful completion of internal and external HSE audits.
  • Timely closure of audit findings and corrective actions.
  • Compliance with client and statutory HSE requirements.
  • Reduction in workplace incidents and near misses.
  • Completion of HSE training programs as scheduled.
  • Improvement in HSE inspection scores and compliance ratings.

Working Conditions

  • Based primarily in the vehicle and heavy equipment workshop with regular visits to client sites, transport yards, and project locations.
  • Willingness to travel to project sites across the UAE as required.
  • Flexibility to work extended hours during audits, inspections, emergencies, or operational requirements.
