HSE Officer

Role Purpose

Compliance and Inspections

• Communicate HSE policies, project rules, and regulatory requirements clearly to employees.
• Conduct regular daily inspections and monitor high-risk activities for compliance.
• Ensure risk assessments and permit-to-work systems are implemented and followed by site personnel.
• Report HSE violations and ensure established policies are administered and enforced.

Environmental and Site Safety

• Guide employees and subcontractors on waste segregation, reuse, recycling, and waste reduction.
• Implement and maintain the scaffold tag system.
• Inspect and record the condition of fire equipment, plant, and other equipment.
• Coordinate safe access, housekeeping, and safety signage with the operations team.
• Enforce PPE use and ensure equipment is maintained in good condition.

Engagement and Training

• Conduct and record HSE engagements with the workforce in the online system.
• Liaise with subcontractor HSE officers and engineers to ensure work is performed safely.
• Conduct project HSE induction training and monthly HSE training for workers and subcontractors based on project scope and risk.

Qualifications and Experience

• At least 4 years of relevant work experience is required, preferably with a well-established GCC contracting company.
• A NEBOSH certificate is required.
• A diploma or degree may be required by client specifications or zoning authority requirements.
• The role requires working outdoors in different weather and site conditions, including shift work in a manual or workshop environment.

Knowledge and Skills

• Knowledge of OHS&E standards, operational hazards and controls, and international HSE standards is required.
• Hands-on experience implementing ISO 45001 and ISO 14001 requirements is required.
• The role requires the ability to influence employees to implement HSE tools.
• The candidate must be able to accept direction, work independently, and intervene confidently when required.
• A high degree of initiative and a self-starting approach are expected.
