HSE Manager

Role Overview

Mandatory Requirements

• Applicants must have proven piling works experience.
• Applicants must hold a valid Qatar ID.

Key Responsibilities

• Develop, implement, and maintain the project HSE plan and associated procedures.
• Review risk assessments, method statements, and safe systems of work before activities begin.
• Oversee safety controls for piling, heavy equipment, lifting, excavation, electrical work, and other site activities.
• Manage HSE Officers and coordinate with construction teams, subcontractors, and client representatives.
• Conduct site inspections and audits, identify unsafe conditions, and ensure corrective actions are completed.
• Oversee inductions, toolbox talks, safety training, and workforce awareness programs.
• Monitor permit-to-work procedures and emergency preparedness, including drills and response arrangements.
• Investigate incidents and near misses, identify root causes, and implement preventive measures.
• Maintain HSE records and prepare performance reports for project management and the client.
• Monitor environmental controls covering waste, dust, noise, and spill prevention.

Candidate Requirements

• A relevant degree or diploma in occupational health and safety, engineering, or a related discipline is required.
• Proven experience as an HSE Manager on construction projects is required.
• Strong knowledge of construction safety, risk assessment, incident investigation, and HSE management systems is required.
• The ability to lead an HSE team and communicate with a multicultural workforce is required.
• Strong English communication and reporting skills are required.

Preferred Qualifications and Experience

• NEBOSH certification or an equivalent recognized HSE qualification is preferred.
• Experience on solar power, piling, or large-scale infrastructure projects is preferred.
• Qatar or GCC construction experience is preferred.
• Familiarity with ISO 45001 and ISO 14001 management systems is preferred.
