HSE Plan Implementation and Coordination
- Implement the approved Project HSE Plan, procedures, risk assessments, permit-to-work requirements, and site HSE rules within subcontractor work areas.
- Coordinate HSE matters with the Project Manager, construction and site engineers, supervisors, EPC HSE team, and client representatives.
- Ensure activities follow approved method statements, risk assessments, and permit-to-work requirements.
Training and Awareness
- Conduct or monitor toolbox talks, pre-task briefings, safety inductions, and HSE awareness sessions.
- Ensure workers understand hazards, control measures, and emergency arrangements related to their activities.
Site Inspections and Monitoring
- Conduct daily site inspections, identify unsafe acts and conditions, and ensure immediate corrective action.
- Monitor utility-scale solar activities including piling, excavation, foundations, PV modules, trackers, cabling, lifting, vehicles, material handling, and work at height.
- Inspect plant, machinery, lifting equipment, power tools, temporary electrical installations, and vehicles, including certification and inspection records.
- Verify that operators, drivers, riggers, and other competency-controlled personnel hold valid licenses, certifications, and authorizations.
PPE, Welfare, and Environment
- Enforce PPE use and maintain safe access, housekeeping, barricading, signage, and segregation from moving equipment.
- Monitor heat-stress controls, drinking water, shaded rest areas, and work-rest arrangements during UAE summer conditions.
- Ensure environmental controls for waste management, spill prevention, dust control, and protection of surrounding areas.
Reporting and Incident Management
- Prepare daily and weekly HSE inspection reports and follow up observations, nonconformances, and corrective actions until closure.
- Report incidents, near misses, property damage, and environmental events according to project procedures.
- Participate in incident investigations and root-cause analysis and follow up corrective actions.
Documentation and Emergency Preparedness
- Maintain inspection, toolbox talk, induction, training, competency, equipment, operator, permit, incident, corrective-action, HSE statistics, and emergency drill records.
- Participate in EPC and client HSE meetings, inspections, audits, and walkthroughs.
- Coordinate fire extinguisher inspections, first-aid arrangements, emergency contacts, muster points, and evacuation arrangements.
Authority and Reporting Line
- Exercise Stop Work Authority for activities presenting imminent risk and inform responsible construction management.
- Support planning so HSE requirements are incorporated before work starts and promote a positive HSE culture.
- Serve as the primary day-to-day HSE focal point between the subcontractor and EPC or main contractor.
- Report functionally to the HSE Manager or HSE Lead and coordinate operationally with project and site management.
Compensation
- Pay starts from AED 5,000 per month.
Work Location
- The work location is in person.
Requirements
- HSE experience in construction, utility-scale solar PV, renewable energy, power or infrastructure, or large civil projects.
- Knowledge of method statements and risk assessments, permit-to-work processes, lifting safety, excavation, piling, electrical safety, work at height, and heavy-equipment operations.
- Knowledge of incident investigation, HSE reporting, corrective actions, and UAE construction HSE requirements.
- Ability to monitor competency-controlled personnel, licenses, certifications, and equipment inspection records.
